RE: READ BEFORE: Item #3 – Outdoor Residential Wood Burning
The purpose of this memorandum is to provide additional background information and clarification,
including comments from the Natural Resources Advisory Board (NRAB) and a slide modification, in
advance of the January 22, 2019 Council Work Session regarding outdoor residential wood burning.
Summary
At the October 23 Council Work Session, Council provided direction for staff to develop a regulatory
option that addressed smoke from outdoor residential wood fires that negatively impact neighbors.
Work Session follow-up memo is included at Attachment 1.
At the January 22 Work Session, staff will seek direction regarding implementation of a permit system
that allows outdoor residential wood burning with a permit, where permit conditions are designed to
mitigate potential smoke impacts on neighbors. This item was brought before the Air Quality Advisory
Board (AQAB) on December 17, 2018 (AQAB draft minutes included in the Work Session AIS), and the
NRAB on January 17, 2019. The NRAB unanimously supported providing the following statement for
Council consideration:
We support wood burning with a permit and providing education with implementation and
enforcement, we would not be against a minimal fee.
Additionally, staff will present a minor modification to Slide 8 of Attachment 6 in the AIS for January 22,
2019. This will clarify that the “Restriction on high pollution advisory days” will be initially proposed as a
suggestion for a permit holder. Staff would propose to re-evaluate this, and other initial permit
conditions, after the first year of implementation of a permit system (if adopted.)
