RE: 12-17-18 LPT Follow-Up - Review of Governor Hickenlooper’s Executive
Order and Impacts on Smoking Efforts
This memo is in response to December 17th LPT request for staff review of Governor
Hickenlooper’s Executive Order and potential impacts on smoking efforts.
Your interest in the Governor’s Executive Order that prohibits smoking on the properties of
Colorado State University is appreciated. Neighborhood Services, Fort Collins Police Services
and our colleagues at CSU have discussed this issue.
We do not believe that there will be a significant impact on marijuana use in areas around the
campus. Smoking marijuana has always been prohibited on CSU campus. Police Services
currently receive complaints about CSU students using marijuana in neighborhoods around
campus. Police Services address these issues with a combination of enforcement and
education with the help of CSUPD and the Student Resolution Center. Efforts in this area will
continue.
We believe that the executive order may have impacts from people who leave CSU property to
use tobacco products on the perimeter streets. Using tobacco products on sidewalks around the
campus by adults is generally legal, although it may be disruptive to the surrounding
neighborhoods. We will be watching for these potential impacts and develop responses where
possible. As you know, we are fortunate to have a strong working relationship with the
University and a history of working together on issues like this.
This will continue to be an item that is monitored and discussed as the University develops their
policy and education approach.
