Bottom Line
Fort Collins Utilities and Clean Energy Collective (CEC) are collaborating on the implementation of the
time of day (TOD) rate structure to the electricity generated by the Riverside Community Solar Project
(CSP). Due to the current power purchase agreement (PPA), the application of the new rate structure
was delayed from October 1, 2018 to January 1, 2019, with deminimis cost impact, and in support of the
CSP participants.
Background
Staff have been collaborating with CEC since early 2018 regarding the transition to the TOD rate
structure for the Riverside Community Solar Project customers production compensation. The transition
has focused on:
• Notifying CSP customers in August of the pending transition of both their home
consumption and the production of their solar panels to TOD (see attached letter and flyer).
• Utilities and CEC have tested a new procedure for the handling of data and associated bill
credits.
• The PPA included a specific date for the revision of energy payment rates on the first day of
January each year. Utilities extended the 2018 flat rate from October 1 through December 31
accordingly.
Next steps are to coordinate with CEC on communications with CSP customers, and to amend the PPA
to specifically address TOD.
Currently CSP customers are compensated at 100% of the retail energy rate for energy returned to the
distribution system at the time it is delivered, resulting in. CSP customers being compensated for the
value they are providing. Staff anticipates CSP customers in the summer months able to earn additional
credit because the solar is producing during on-peak periods. This applies to both the CSP and
residential rooftop solar customers.

Fort Collins Utilities is Transitioning
to Time-of-Day (TOD) Electric Pricing
for All Residential Customers
With TOD pricing, when you use electricity is just as important
as how much electricity you use. The price you pay changes based
on the time of day and includes off-peak and on-peak hours.
Off-peak hours cost less than what you currently pay
with higher prices during on-peak hours.

Here’s How It Works
TOD has two levels of pricing: off-peak and on-peak, and two seasons: non-summer
and summer.
Off-peak hours cost approximately 30 percent less than current electric rates.
On-peak prices are approximately three times higher than off-peak prices because
that’s when both demand and utility costs for electricity increase.
• Off-peak: 19–20 hours each weekday, all weekend hours and major holidays
• On-peak non-summer (October–April) hours: 5–9 p.m., weekdays only
• On-peak summer (May–September) hours: 2–7 p.m., weekdays only

Net Metering Credits
As a community solar customer, you
will continue to receive credit for
your share of solar energy returned
to the grid.
Net metering credits will have the
same off-peak and on-peak hours as
your energy charges (according to
the season).
You will earn at least three times more
per kWh during on-peak hours than in
off-peak hours.
The best way to lower your bill is to
minimize your energy load during
on-peak hours.

Your Electric Rate is Changing
Fort Collins Utilities is transitioning all residential customers to Time-of-Day (TOD) electric
pricing in October. This will affect how you are billed for energy you use from the grid, as
well as the net metering energy credits you receive through the Community Solar
program.
The TOD structure will have a lower charge for energy for the 19-20 off-peak weekday
hours and higher on-peak charges for 4-5 hours on weekdays (depending on the season).
Your solar credits follow the same pattern. During on-peak hours, both your energy charge
and credit for energy returned to the grid are approximately 3x higher than the off-peak
rate.
