Collins to Revise Electric Rate, Fees and Charges – Low Income Outreach
This memo is in response to the November 6 City Council request on how low-income
customers are informed about available programs within the Utilities Affordability Portfolio
(UAP). Below are the 2018 outreach tactics, as well as the planned tactics for 2019. A summary
of partner, agency and community group outreach is included in the attachment.
Bottom Line:
The Utilities Affordability Portfolio (UAP) outreach is an annual campaign to educate customers
regarding the programs that provide direct and indirect financial assistance and education for at-
risk populations. The UAP campaigns achieve increased donations to the Payment Assistance
Fund, and increased assistance program participation year over year.

Education and Outreach Plan
Mass community outreach to cast the widest net possible through the listed tactics in the
table below
Representation with Senior groups and boards such as Professional with Seniors, Senior
Advisory Board, Woodbridge, etc.
Targeted
o Partner education to provide referral to UAP programs for the most impacted
residents through an existing trusted source for increased assistance referrals
including Salud, Neighbor to Neighbor, Housing Catalyst, Energy Outreach
Colorado (LEAP), Colorado State University (CSU), United Way, Catholic
Charities, and LaFamilia.
o Direct outreach methods with other City departments to reach residents qualifying
for other City services and assistance (i.e. Finance, Recreation, Cultural Services,
Social Sustainability).

o Direct work with Housing Catalyst communities through onsite education
programs, presentations and information sharing with residents.
o Direct interaction/referrals with low-income residents at community, employer-
led and partner-sponsored events (i.e. Open Streets, CSU Housing Fair, Housing
Catalyst Tenant Service Fair).
o Upcoming events: CSU Housing and Dining Services Employee Resource Fair,
Children in Need two-day event, Discover Goodwill mobile unit at various
locations including Northside Aztlan, Senior Center, etc.
2019 UAP Outreach Plans
Maintain existing level of community-wide communication/promotion to reach all
qualifying residents.
Increased partnership/outreach/education to medical facilities, caregivers and medical
supply companies.
Additional targeted/onsite outreach to senior and low-income populations who may be
eligible for programs based on code-driven parameters.
Complete research project with American Council for an Energy-Efficient Economy
(ACEEE) to analyze the penetration rate of programs and impact to low-income
populations, as well as identify additional opportunities for partnerships, enrollment and
education.
Continue to work with internal City team to streamline application/referral to City
programs process with City Manager’s Office.
Work with City departments to expand eligibility criteria to qualify additional residents
for assistance.
Develop communication strategy for employers to share UAP resources with employees,
perhaps through ClimateWise.

stakeholders supporting efforts to distribute information and increase program enrollment in programs housed
