For the work session, staff is asked to give dollar amounts that have been received for each are receiving funds from KFCG. What percentage of each area’s budget is supported by KFCG dollars?  Affordable Housing Incentives – Staff is asked to clarify that the City does not produce affordable housing but is a facilitator and collaborator. Discussion occurred around the need to include outside groups in further discussions on options available. It was suggested that a task force of large and mid‐sized employers be convened to discuss what employers would support to aid in work force housing. What can be done to keep mobile home units as mobile home parks play a part in affordable housing? November 6 Council Meeting Under Other Business, a motion will be added to designate a temporary presiding officer for the November 13 Work Session as both Mayor Troxell and Mayor Pro Tem Horak will be absent. Leadership Planning Team Meeting October 29, 2018 Page 2 of 3 Six Month Calendar November 13  Keep Fort Collins Great – this item was removed from the November 13 agenda.  Electric Scooter Regulatory Framework‐this item was moved from November 27 to November 13. November 27  The Brinkman Construction and Lamar Advertising Appeal has been rescheduled from December 11 to November 27.  Meadow Springs Ranch Easement will be discussed on November 27, after the appeal has been heard. December 11  Natural Areas Acquisition Policy has been moved to from November 27 to December 11 Senior Assistant City Manager DiMartino:  Provided follow‐up regarding the cancellation of First Night on December 31. Due to time constraints, it is not realistic for the City to attempt to revive this event for 2018. A team will be convened to explore options for 2019. This topic will be added to the agenda for the City Council retreat in May to discuss what future support the City might give to help provide a family‐friendly, non‐alcoholic event. Deputy City Manager Mihelich:  Noted the Wyoming‐CSU Friday night football game event went very well. The area around the old Fort Collins High School saw an increase in towing and citations; other areas were lower than normal. The success of all the planning efforts between the City, CSU and the neighborhoods to prepare for game day events was discussed and it was noted that an after‐action review should be conducted to document positive lessons learned. Additionally, this success should be highlighted at the State of the City event.  Noted he attended an NLC Health Equity Workshop where issues that arise once affordable housing is provided were discussed. The Fort Collins group focused on daycare issues and what the City can do to help to provide affordable daycare. A memo was requested to update Council on what the City is currently doing to assist with affordable daycare.  Stated Eileen Dornfest is the new project manager for the Halligan Project.  Noted talks are continuing with Northern Water concerning the Northern Integrated Supply Project (NISP). An update on NISP and these continuing conversations should be included with the next Halligan update provided to Council. City Manager Atteberry:  Shared that the City has been awarded $1M from the Bloomberg Philanthropies U.S. Mayors Challenge and the funds will be used to assist with energy efficiencies for low and moderate income renters. Leadership Planning Team Meeting October 29, 2018 Page 3 of 3  Discussed his trip to Austin to attend the Alliance for Innovation Big Ideas Conference where opioids were the key topic of discussion. He toured Austin’s Housing First model, which provides tiny homes and RVs for 600 people, or 50% of their chronic homeless population. Mayor Pro Tem Horak:  Noted he will be presenting at the Board/Commission Annual Appreciation event this evening as Mayor Troxell is out of town.  Noted the West Mulberry Street Pilot Project has provided cuts in curbing to allow for backyard gate access, but it looks choppy. How will staff provide feedback to the neighborhoods and evaluate the project?  Noted a memo regarding electric rate increases was included in Thursday’s packet. Council would like clear options other than raising rates that would provide a reliable level of service, such as using funds from utility reserves or determine what rate increase would be needed in the future to start work now.  Discussed Budget Offer 45.14 West Elizabeth Plan. What will it cost to get this project “shovel ready” and what are the steps needed to get the project to this point? Meeting adjourned at 9:27 am.
