HomeMy WebLinkAboutMinutes - Read Before Packet - 10/16/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - October 15, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 15, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino and City Clerk Delynn Coldiron met on Monday, October 15, and the following summarizes the discussions that began at 7:38 a.m. October 16 Regular Meeting and Work Session The October 16 agendas were reviewed. • Item #6: Entertainment Districts – It was noted that the purpose of this item is simply to set up a structure to allow for the processing of Entertainment District applications. It enables Council to approve Entertainment Districts and gives the Liquor Licensing Authority the ability to approve and regulate the related Promotional Association and Common Consumption Areas within an Entertainment District. • Item #11: External Storage Lockers – It was mentioned that the Resolution will be edited to clarify that church “representatives” instead of church “staff” must be present during the hours of use of the lockers; this is to reflect that the church is understood to utilize volunteers. City legal staff will follow up with a revised Resolution for the read-before packet. • Item #12: Proposition 112: Oil and Gas Setbacks – There was some conversation about tabling this Resolution if there is a lack of consensus of the Council. • Review of 2019/20 Recommended Budget – It was noted that budget materials will be sent to Council as soon as possible. Six Month Calendar December 11 • Lamar Sign Appeal – There was brief discussion about this item and the amount of time it will likely take to hear the appeal. Leadership Planning Team Meeting October 15, 2018 Page 2 of 4 January 29 • State of the City Address will be added. Unscheduled • Broadband Strategic Operations work session will be added. Senior Assistant City Manager DiMartino: • Noted there was a Lincoln Center 40th Anniversary Celebration last night. Jay Leno was scheduled to attend but could not make it due to mechanical issues. He is rescheduled to come in March. • Noted a meeting held with key stakeholders in the City Park neighborhood on refresh efforts. Mayor Troxell noted that he also met with a key stakeholder from the neighborhood who was requesting a charette. The importance of building trust with the neighborhood, looking at sustainability, incorporating operations and developing a repeatable system were all mentioned. Staff will be including a charette as part of the refresh efforts. This and related updates will be provided as part of the October 30 Park Refresh work session item. Deputy City Manager Mihelich: • Mentioned that he had some notes from meetings Economic Health staff had with the new Urban Renewal Authority (URA) board members. Staff is asked to provide those to Council. There was also discussion about Friday’s URA meeting and about Economic Health efforts in general. • Noted the upcoming Wyoming versus CSU game. The game is scheduled on a Friday night during rush hour. All regular Transfort routes, in addition to game-day routes, will be occurring. All busses and operators will be working. A related press release on the Mayor’s challenge is being developed. • Noted that more input is being received from residents regarding outdoor residential burning. There was a request that the Mayor and/or City Manager respond to an email recently received by Environmental Services staff. City Attorney Daggett: • Noted that the District Court ruled in favor of the City last week in a pending CORA hearing case. Leadership Planning Team Meeting October 15, 2018 Page 3 of 4 City Manager Atteberry: • Noted the upcoming National League of Cities Conference and mentioned the following specific sessions: o Leadership 201: REAL Action scheduled for Wednesday, November 7. o Mayors Challenge to End Veteran Homelessness scheduled for Wednesday, November 7 o Leadership 301: REAL Action scheduled for Thursday, November 8. o Mayoral Learning Exchange session (joint effort of the National Civic League and Kettering Foundation), scheduled for Friday, November 9. Councilmembers should let Sarah Kane know if they are interested in getting registered for any of these or other events. • Noted that the Poudre Urban River Corridor has been identified and accepted as an Important Bird Area from the Audubon Rockies Society. Mayor Pro Tem Horak: • Noted recent communications related to the Dismount Zone. Staff is asked to look at potential changes to this that would include scooters and skateboards. • Noted the memo provided on affordable housing land trusts and asked about proceeding with Boulder’s model since it seems to work. Staff will continue to look at its program to find out more about the specifics. Efforts with private partners related to this will also continue. • Noted the memo provided on Utilities Affordability Portfolio Outreach. There was brief discussion about who is included in the 60 agencies/partners. There was also a question about whether there is a systematic way to identify low-income populations and ensure that they get included in the various programs they qualify for. Staff is working on this now and will provide an update as soon as it is available. • Noted the memo provided on Pedestrian Planning and Sidewalk Infrastructure. There was some discussion around the need for planning/education versus actual infrastructure. Offer 6.10 related to this item is currently unfunded. • Noted the information provided on Magnolia and Shields Signalized Crossing was helpful. • Noted the memo provided on the Halligan Update has good information. Staff is asked to ensure that bolding is used consistently. • Noted a graph showing a 10-year forecast for utilities rates. Staff is asked to modify the chart; it is unclear whether the rates shown are the City’s rate, a combined rate, or a combination of both. Leadership Planning Team Meeting October 15, 2018 Page 4 of 4 Mayor Troxell: • Noted the memo provided on the Toucan Crossing. There was brief discussion on toucan lights. • Noted that he went on a ride-along with District 1 Officers over the weekend. They went to the Linden Bridge and found a water bottle with several discarded needles. There was discussion about how to have additional accountability with NCAP since they are providing these needles to the community. Staff is asked to follow up on this item. Human waste near the river was also of concern. The Mayor was appreciative of the improvements that had been made near Mawson Lumber. Staff is asked to tag the bikes that are improperly stored in this area. Staff is also asked to look at the administrative policy around notification timelines for abandoned personal property. Staff is asked to evaluate and make a recommendation to the City Manager as to whether this timeframe should be kept or reduced. The Mayor visited many neighborhoods; quiet night. He was also able to see the changes that had been made to coordinate Uber/Lyft drop-offs and pick-ups in the downtown area. He mentioned that District 1 is doing a great job with their efforts. • Noted that the downtown was bustling with homecoming and game-day activities. He added that the on-campus stadium has been essential to helping Fort Collins be a part of game days. Meeting adjourned at 9:24 am.
