Appropriation Ordinance (First Reading)
Consider of the annual appropriation ordinance and setting the City budget for a two-year
period (2019-2020) which becomes the City’s financial plan for the next two fiscal years.
High Performing Government-7.1 Provide world-class services that meet the needs of
the community.
2019 Utility Rates Adjust monthly charges for electric and storm water service in 2019. Electric charges need to be
increased to meet the revenue requirements of the utility and to adjust charges between the rate
classes based on the updated cost of service study. Adjusting storm water rates will allow for
rate adjustments to be smoothed over the coming years as increased capital investments are
made in storm water infrastructure.

infrastructure and predictable rates.

Manual and Low Impact Development
(LID) Implementation Manual
Replace previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID manual will aid in improving current LID
practices in Fort Collins and help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Storm water Criteria Manual.
