Phase II Poudre River Flows Plan IGA and
Agreement for the use of certain City
water rights in the Poudre River Flows
Plan. (consent)
Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan
partners; and, to review and approve the proposed use of certain City water rights in the Plan. A
coalition, including the City, has been developing a Plan to protect and provide instream flows
on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court
application by the State of Colorado on behalf of the partners. Three partners have offered water
to include in the Plan, Fort Collins, Greeley, and Thornton.
Environmental Health- 4.9 Sustain and improve the health of the Cache la Poudre River
and its watershed. 4.8 Protect and enhance natural resources on City-owned properties
and throughout the community.

Consider approving the Metro District Service Plan for the Waterfield project. Waterfield is a 71-
acre proposed residential development located in the northeast portion of the community. The
project will deliver a number of stated extraordinary public benefits, including enhanced
environmental sustainability, critical public infrastructure, smart growth development, and
affordable housing.

Water’s Edge Metropolitan Districts
Consolidated Service Plan (Continued
from September 4)
Consider approving the Metro District Service Plan for the Water’s Edge project. Water’s Edge
is a proposed 235-acre mostly residential development project located in the northeast portion of
the community. The project will be an age targeted development that is geared around an aging
in place philosophy. The project features a non-potable water system, open space enhancements,
and other services and support targeted for the 55-years and older age demographic.

2019 Utility Rates Adjust monthly charges for electric and storm water service in 2019. Electric charges need to be
increased to meet the revenue requirements of the utility and to adjust charges between the rate
classes based on the updated cost of service study. Adjusting storm water rates will allow for rate
adjustments to be smoothed over the coming years as increased capital investments are made in
storm water infrastructure.

(LID) Implementation Manual
Replace previously adopted “Fort Collins Amendments to the Urban Drainage and Flood Control
District Criteria Manual” with an updated format to a stand-alone manual that incorporates all
key design requirements and will more effectively communicate the criteria specific for Fort
Collins and its GMA. The LID manual will aid in improving current LID practices in Fort Collins
and help streamline compliance with City regulations. This LID Implementation Manual will
become a technical addendum to the Storm water Criteria Manual.
