RE: 24/7 Public Restroom Proposal Response
Bottom line
After receiving the attached proposal for a 24/7 public restroom to be located at the
Horsetooth Max station, City staff was directed to research the information and provide
feedback on the actual anticipated cost, maintenance, and location of the proposal.
Summary of Findings
Regarding the anticipated cost of the public restroom facility, (see attached estimate for
details):
Total approximate one-time build-out cost would be $324,000 for a public
restroom facility (including location, utilities, concrete pad, installation, etc.)
The ongoing maintenance costs would be $5,400/month
There currently are two 24/7 public restrooms – Oak Street and Harmony Park-n-Ride.
Additionally, there is concern about whether the Portland Loo would truly be an all-
season unit for Colorado. Greeley has installed one and has had freezing issues with
theirs during the winter.
Regarding the proposed location at the Horsetooth Max station:

Transfort does not think this would be a good location for a 24/7 restroom
The Horsetooth station is about 400 feet south of Horsetooth Road and is only
accessible via a sidewalk between the guideway and the back of the Chippers
Lanes building
It is a dead-end sidewalk and the station is not visible from Horsetooth Road
There is not available right-of-way at this stop to fit the restroom
Putting it at this location would require the purchase of additional right-of-way
Next Steps
Unless directed otherwise, staff is not pursuing this proposal.
