Public Hearing and Resolution 2018-082 Approving the Waterfield Metropolitan District Nos. 1 through 3 Consolidated Plan. o Item # 17. Public Hearing and Resolution 2018-083 Approving the Montava Metropolitan District Nos. 1 through 7 Consolidated Service Plan. o Item # 18. Resolution 2018-084 Approving the Consolidated Service Plan for Waters' Edge Metropolitan District Nos. 1-5. Fort Collins Parity (FCP) is an organization founded on the prospect of Triple Bottom Line (TBL), and is working on a Community Plan called FoCoPLAN™. As part of FoCoPLAN, FCP is working to create a Leadership Council that can dig deep into community issues. This unofficial Position Statement was prepared by a provisional Leadership Council to ask City Council for their consideration of some additional information about Metro Districts, prior to approval, with the hope the approval will be postponed. In this letter, any reference to the “City of Fort Collins” will use the term FCGOV™, and any reference to “Agenda Item #16, #17, or #18” (all regarding Metro District) will use the term MDSP (for “Metro District Service Plan”). Following are examples of where the provisional Leadership Council could not find sufficient MDSP information: o Insufficient information was found on the FCGOV website, when seeking information on MDSP (search on “Metro District” or “Service Plan”), and specifically at the Planning page, Finance page, or the Economic Health Office page, where citizens might land for guidance and understanding. o There seems to be few resources to determine whether FCGOV could suffer legal constraints from the MDSP concept, where issues like drilling setbacks and taxing structures have yet to be tested in court. (continued) Page 1 (of 2) Page 2 Following are examples of where the provisional Leadership Council could not find sufficient MDSP information (continued): o In reviewing Citizen Boards and Commissions (CBC) minutes, other than the Economic Advisory Board, there seemed to be no discussion of the MDSP, nor any related topics on current CBC agendas. The MDSP might benefit from input from the Energy Board (refer to Aug20 CFC discussion regarding input from Utilities), the Transportation Board, or the Human Relations Board. In particular, and perhaps critical to weighty topics like MDSP, there is no apparent plan to utilize the TBL Joint board, as formed by Resolution 2018-70. o In an attempt to find the metrics for the MDSP TBL-Scan, as presented at the Aug20 CFC, a visit to the FCGOV Sustainability Services Area web page found no mention of TBL-Scan, nor any past or future applications of the valuable TBL analysis tool. A specific metric is sought by the Leadership Council on how the critical housing crisis in Fort Collins might be impacted by the MDSP approval. o A cursory review of BFO offers, does not indicate that MDSP has any impact, nor any consideration for future revenue requirements, but it seems unlikely there will be no impact, particularly with transit or housing. o Even though the MDSP had a related Resolution 2008-069 that preceded the 2011 City Plan, no references to MDSP were located in the 2011 plan to provide direction for policy and funding decisions. Planning is responsible for both, so references to MDSP related Principles and Policies should be included in the 2018 City Plan, since they may have bearing on how and whether regulation is applied, such as monitoring of the affordable housing quota. As citizens seek to engage, and as FCGOV desires collaboration, an abundance of adequate data is a top priority for that relationship. Data on MDSP seems insufficient, thus decreasing the capacity for collaboration, and reducing the ability of citizens to effectively interact with City Council. Please consider a deeper review of MDSP. Space on this formal request does not allow a full scope for which the Leadership Council can contribute. Besides the list above, the Leadership Council may have additional ideas, should the MDSP not get approved during the Sep04 session. The resources of the Leadership Council are at the disposal of FCGOV, City Council, and CBC. Please also visit ‘FoCoParity org’ for a thorough understanding, and for future updates.
