Phase II Poudre River Flows Plan IGA and Agreement for the use of certain City water rights in the Poudre River Flows Plan. (consent) Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan partners; and, to review and approve the proposed use of certain City water rights in the Plan. A coalition, including the City, has been developing a Plan to protect and provide instream flows on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court application by the State of Colorado on behalf of the partners. Electric charges need to be increased to meet the revenue requirements of the utility and to adjust charges between the rate classes based on the updated cost of service study. The LID Manual will aid in improving current LID practices in Fort Collins and to help streamline compliance with City regulations. This LID Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
