RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager
Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino, Graduate
Management Assistant Joseph Wimmer and City Clerk Delynn Coldiron met on Monday, August 20, and
the following summarizes the discussions that began at 7:40 a.m.
August 21 Regular Meeting
The August 21 agenda was reviewed.
• Right-of-Way for Suniga Road – It was noted that all issues are believed to have been resolved.
• Game Day Transportation – It was noted that this item ensures that CSU has an opportunity to
approve additional transportation expenses if they rise above what is initially agreed upon.
• Red Mountain Open Space – This item was withdrawn from the Agenda pending a policy
discussion at an upcoming Work Session. The conversation should cover the overall process for
land acquisitions, Council’s role, City participation with other entities and the criteria for
determining the City’s participation percentage. Information on how the City of Boulder and
Boulder County involve and communicate with their Councils on similar efforts was requested.
• Election Code Changes – There was discussion about any items that have changed since the Work
Session discussion. Changes to the definitions of committees were made to add clarity and
eliminate overlap. Another change was to clarify that any entity or group, other than a natural
person, is considered a committee if it receives contributions or makes expenditures.
• Oil and Gas – It was noted that staff’s recommendation differs from the boards and commissions
who provided feedback on this item. Staff has met with each board to further discuss and
broaden understanding. Continued education on this item is key.
• Executive Session– There was discussion about both potential executive session items. It was
noted that Broadband would be the first item discussed if there is agreement to proceed to

executive session. It was also noted that the Council meeting may be adjourned to August 28 for
the second executive session item if the regular meeting runs too late.
Six Month Calendar
August 24
• Urban Renewal Authority meeting was noted.
September 11
• The order of items was discussed. The Northern Integrated Supply Project (NISP) will go first,
followed by budget. It was noted that outcome area discussions may need to continue to
October 16, depending on the length of meetings for both September 11 and October 9.
October 9
• Mennonite Locker Appeal – October 9 was selected as the final date of appeal. Staff will follow
up with all parties.
City Clerk Coldiron:
• Mentioned that two Candidate Affidavits had been received last week; one for District 2 and one
for Mayor. It was also noted that a Candidate Affidavit for District 6 was received last year.
Graduate Management Assistant Wimmer:
• Noted the work he is doing to develop a one-stop shop for low income programs and services. It
was mentioned that staff should look at other organizations that are involved with providing
similar services to coordinate efforts and streamline processes. Staff is asked to consider ways
to make the process easy for people and to find ways to avoid residents having to redo efforts
every year. The senior/reduced pass from Transfort was noted as another item that people
should be made aware of. It was suggested that the Senior Advisory Board and the Commission
on Disabilities be included in these efforts.
Assistant City Manager DiMartino:
• Thanked the Mayor and Mayor Pro Tem for their participation in the grand opening of the Long
View Trail. The event was very successful and had a great turn out.
• Mentioned that pickle ball players are organizing to ensure Council gets their feedback on related
issues. They are encouraging people to attend Council listening sessions to voice support for
more pickle ball courts and improvements to existing facilities and services.

• Noted that the Racial Equity Training from National League of Cities has been scheduled with City
Council for September 15. The Mayor will be issuing invitations to elected officials and City
Managers from neighboring jurisdictions. There are 30 total spots available in the session.
• Noted that Keep Fort Collins Great community meetings are being scheduled. A list of meetings
and venues will be sent to Council once things are finalized.
• Noted that the ground-breaking ceremony for the Whitewater Park is scheduled for Thursday,
August 23, at 4:30 p.m.
Deputy City Manager Mihelich:
• Noted the Bloomberg application for the Mayor’s Challenge has been sent. It includes a good
initiative that staff may consider moving forward with even if we do not receive an award. Award
announcements are expected in October.
• Noted a letter that was mailed out from the National Police Association with misinformation
about Fort Collins being a sanctuary city. Staff will follow up with this organization. A draft
response is being prepared for the Mayor’s and/or City Manager’s signature.
• Noted he is working with a resident regarding the ongoing issues that are occurring in the
neighborhood; new complaints were received over the weekend. Code Compliance staff will visit
the reported property to investigate the trash/rubbish and abandoned vehicle items mentioned.
Finance staff is also asked to look into whether there are any sales tax issues related to the sales
that are occurring on Craig’s List.
• Noted a flier that was sent out by a company participating in wasteshed discussions that
inaccurately reflected that there will be flow control for solid waste, not just for recycling. Staff
will follow up. There was also brief discussion about an article contained in the Coloradoan that
reported diversion rates; the amount attributed to Fort Collins seems low. Staff is asked to follow
up on this as well.
• Noted that changes are occurring to the bike lane on Mulberry. The detour will be taken out and
the bike lane will continue on in a straight line. Changes to accommodate the tree roots are
under consideration. There was a question about the hard curbing denoting the bike lane at
Rogers Park. Staff is asked to report back on whether this is permanent.
• Noted that a neighborhood meeting was held for Mail Creek to discuss the pending creek erosion
control improvements. They were happy with the proposed design but hesitant about the
interpretive signage and stream access. Staff will continue to work with the neighborhood and
HOA on a path forward.

City Attorney Daggett:
• Noted that staff is working on potential changes to the Boards & Commissions manual for Council
consideration. Clarification and criteria for board member attendance and participation are
expected to be a part of the recommended changes.
City Manager Atteberry:
• Noted he received an email attaching a newsletter from Fort Collins for Progress that encourages
residents to attend Council on August 21 to advocate for prairie dog and election code changes.
• Noted he received a proposed 100% Renewable Resolution from the Chamber. The proposed
Resolution will be forwarded to Council.
• Mentioned the Water Utility was recently awarded the 2018 Association of Metropolitan Water
Agencies’ 2018 Platinum Award for Utility Excellence.
• Noted the Twin Silos park was highlighted in an article in the Urban Adventurer as one of the
coolest playgrounds of 2018. The article is attached.
Mayor Pro Tem Horak:
• Met with business owners on North College regarding stormwater improvements. He asked
about whether there was funding in the upcoming budget for this; this was confirmed. He noted
an idea floated by the business owners where the City would borrow the money from another
fund, get the improvements constructed, and then recapture the money from developers as
projects move forward.
• Attended a neighborhood event in Rogers Park that was well done. They held a Circus at the Park
and had trapeze performers, slack lines, people on stilts, Houdini and other circus-type events
and performers. They also had various food trucks available. He noted that there was good
participation from all ranges of citizens; really a model for others to follow! Staff is asked to
provide an update on Neighborhood Connections.
• Noted that he has received two notifications from the organizers of Fortitude about the
upcoming event. He mentioned that having an Event Coordinator has really improved these
processes; the permitting and accountability are good.
• Asked about the status of the Cultural Resources Plan. Staff is asked to provide an update.

• Attended a joint work shop with water districts, their managers, board members and City staff
where water and land use issues were addressed. Buy—in rates were discussed; the City’s were
much lower than others.
• Noted the information being utilized for the Cultural Resource planning process related to where
people live who go to Lincoln Center events and the related map. He asked about how the City
might be able to use GIS to highlight low income areas of the community to help target education
and outreach on related items and services available. It was mentioned that a similar
conversation is occurring with respect to SARs and how to better analyze data and utilize GIS
information for proactive purposes.
• Noted the memo related to code compliance was good. Staff is asked to provide this to Avery
Park neighbors.
• Noted the fireworks report was good; lots of improvements have been made. The message
boards have been a great addition and seem highly effective in these efforts.
• Mentioned the drinking water brochure and asked about how the effectiveness of this and similar
items are measured.
Mayor Troxell:
• Met with the Water Board for their annual review; they are doing a great job! He noted they are
a high functioning board, have good leadership and are very deliberative about the items and
recommendations they send to Council.
• Attended a meeting for Northern Colorado Mayor’s Regional Leadership; lots of things going on.
He noted conversations that occurred related to NISP and two headquarter buildings coming to
Pierce and Nunn.
• Noted that CSU alumni painted the “A” at Horsetooth over the weekend.
