Consider changes to the Policy for Reviewing Proposed Service Plan for Title 32 Metropolitan
Districts. The primary change is removing the current emphasis on commercial districts to enable
the use of Metro District to fund residential development, only if those same districts enable the
delivery of extraordinary public benefits. In addition, changes include a wide-array of
improvements based on research and experience.

Consolidated Service Plan
Consider approving the Metro District Service Plan for the Water’s Edge project. Water’s Edge
is a proposed 235-acre mostly residential development project located in the northeast portion of
the community. The project will be an age targeted development that is geared around an aging
in place philosophy. The project features a non-potable water system, open space enhancements,
and other services and support targeted for the 55-years and older age demographic.

2019-20 Budget Public Hearing Public hearing to gather citizen input on 2019-2020 proposed City Budget.
Phase II Poudre River Flows Plan IGA and
Agreement for the use of certain City
water rights in the Poudre River Flows
Plan. (consent)
Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan
partners; and, to review and approve the proposed use of certain City water rights in the Plan. A
coalition, including the City, has been developing a Plan to protect and provide instream flows
on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court
application by the State of Colorado on behalf of the partners. Three partners have offered water
to include in the Plan, Fort Collins, Greeley, and Thornton.

Consideration of the annual appropriation ordinance and setting the City budget for a two-year
period (2019-2020) which becomes the City’s financial plan for the next two fiscal years.

2019 Utility Rates Adjust monthly charges for electric and storm water service in 2019. Electric charges need to be
increased to meet the revenue requirements of the utility and to adjust charges between the rate
classes based on the updated cost of service study. Adjusting storm water rates will allow for rate
adjustments to be smoothed over the coming years as increased capital investments are made in
storm water infrastructure.

New Fort Collins Stormwater Criteria Manual and Low
Impact Development (LID) Implementation Manual

Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
This item will be scheduled for Council consideration in 4Q 2018, after additional outreach and
analysis of the erosion control portions of the manual are completed.
Safe Community-5.5 Protect life and property with natural and attractive flood
mitigation facilities
Staff report: Transitional Sentencing Program Provide Council with an update on alternative sentencing options for Municipal Court
