The primary change is removing the current emphasis on commercial districts to enable the use of Metro District to fund residential development, only if those same districts enable the delivery of extraordinary public benefits. Water’s Edge is a proposed 235-acre mostly residential development project located in the northeast portion of the community. The project will be an age targeted development that is geared around an aging in place philosophy. Phase II Poudre River Flows Plan IGA and Agreement for the use of certain City water rights in the Poudre River Flows Plan. Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan partners; and, to review and approve the proposed use of certain City water rights in the Plan. A coalition, including the City, has been developing a Plan to protect and provide instream flows on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court application by the State of Colorado on behalf of the partners. Electric charges need to be increased to meet the revenue requirements of the utility and to adjust charges between the rate classes based on the updated cost of service study. City staff will develop comments for City Council consideration. Regional Wasteshed Project Update Review draft intergovernmental agreement outlining solid waste infrastructure and policy commitments between Larimer County and Fort Collins, which would formalize recommendations of the North Front Range Wasteshed Coalition for increasing diversion of construction debris and organic material. This item will be scheduled once staff has a complete recommendation from the Regional Wasteshed Coalition.  Environmental Health-4.5 Achieve the 2020 Road to Zero Waste goals and work toward 2030 zero waste goals. REGULAR MEETING Purpose of Item New Fort Collins Stormwater Criteria Manual and Low Impact Development (LID) Implementation Manual (consent) Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood Control District Criteria Manual” with an updated format to a stand-alone manual that incorporates all key design requirements and will more effectively communicate the criteria specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID practices in Fort Collins and to help streamline compliance with City regulations. This LID Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
