HomeMy WebLinkAboutMinutes - Mail Packet - 8/7/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - July 30, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 30, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino, and City Clerk Delynn Coldiron met on Monday, July 30, and the following summarizes the discussions that began at 7:33 a.m. Six Month Calendar August 14 • Sign Code Update added to the calendar (rescheduled from July 24). August 21 • Possible Executive Session to discuss land acquisition for a conservation project was added to the calendar. Staff is asked to provide a memo to Council providing more details as well as the questions they want Council to consider. A work session to discuss overall policy for open land acquisition was requested; November 27 is proposed. Discussion items noted include: o Paying 50% towards County open land purchases; is this the correct amount? o The differences between the City’s and County’s open land acquisition processes; should Council be more involved in purchases? Should discussions be more transparent? o Opportunities for the County to contribute to recreation/open space projects within the City. August 24 • Next URA meeting is scheduled. Staff is asked to meet with new board members once packets have been sent to review the information and go over any questions they may have. It was noted that the packets will be sent out two weeks in advance. Leadership Planning Team Meeting July 30, 2018 Page 2 of 5 September 25 • Montava PUD Discussion added to the calendar. There was conversation about how this item differs from the first item that came before Council. This pre-application hearing will focus on PUD overlay items. There was a question about why the Montava Metro District item was coming to Council first (September 4). The items are independent of one another and timing is of the essence to ensure the metro district can be placed on the November ballot. Staff is asked to provide a memo giving additional details and a timeline for all related items. November 6 • Staff Report: Coalition for the Poudre River Watershed Update added to the calendar (moved from October 16). November 27 • Yearly evaluations will be rescheduled to February. Unscheduled: • Northern Integrated Supply Project (NISP) moved to unscheduled pending notification of a new comment due date; an extension was requested. Once known, a work session and regular meeting date will be scheduled. • Regional Wasteshed Project Update moved to unscheduled pending a recommendation from the Regional Wasteshed Coalition. It was suggested that consideration of a northern transfer center be included in these efforts. • A work session on the Meadow Springs Wind Energy Transmission Easement should be added to the calendar. City Clerk Coldiron: • Provided follow up for a couple of items requested at the July 23 LPT meeting: o Joy Organics, a store that opened at 119 West Oak Street, is selling organically grown CBD oil which does not contain THC. The oil is sourced from industrial hemp which is a federally legal agricultural product grown in compliance with the Agricultural Act of 2014. No marijuana licensing is required. Staff is asked to follow up on whether any type of oversight is provided. A memo will be provided in Thursday’s packet. o The former site for Sports Authority at Front Range Village is being remodeled into two separate tenant spaces. No tenants have been identified to date. Leadership Planning Team Meeting July 30, 2018 Page 3 of 5 Assistant City Manager DiMartino: • Provided a brief update on the Fraternal Order of Police negotiations. Staff is asked to provide a memo providing more details about the negotiation process and related timelines. • Noted staff is ready to launch a revised public engagement phase for community parks. An online survey tool, together with public outreach at parks, will be used to gather information on usage, priorities and definitions on refresh and character. The engagement will cover all seven community parks. • Noted that efforts are underway to name the new downtown river park. Outreach is occurring with various stakeholders; several names are being considered. LPT noted that having whitewater in the name is important. It was suggested that staff read the plaque that is at the river on College near the CSU power plant to see if this might help. A related memo will be in Thursday’s packet. Deputy City Manager Mihelich: • Provided an update on the prairie dog issue at Old Town North. He noted that the extermination is fully compliant with state and local laws. There is an additional extermination procedure planned for tomorrow that staff does not intend to intervene in. Staff does plan to talk with the developer to find out more about their outreach process and efforts to work with other agencies to relocate this colony. There was conversation about the need to find some space that could be used to relocate prairie dogs in the future; transitional lands between City and County open space were mentioned. This space was also mentioned as a potential for things such as drone or dog parks. It was noted that this would be a good topic of discussion at an upcoming joint City/County meeting. • Reported that the Deputy Secretary of HUD will be in town next week to present a national award to the City for its Healthy Homes Program. The ceremony will be in Council Chambers on August 8 from 10 a.m. – 11 a.m. Council will get an invitation. Staff is asked to provide a bio of the speaker who is coming. • Noted that business owners near Linden and Willow are starting a business association for those in the immediate area. • Noted the Stadium Advisory Committee met and reviewed a grant submission for $6,600 to mitigate game day traffic in the Campus West Area. Staff is asked to provide a memo on how the Good Neighbor Fund is being utilized. Leadership Planning Team Meeting July 30, 2018 Page 4 of 5 • Noted there is a group that has formed to talk about nighttime economy. The group included members from DDA, the Downtown Business Association (DBA), the Bohemian Foundation, Police and other City staff. Participants are interested in assuring that the strong economy that exists be protected and strengthened. • Noted that Larimer County released the ballot language for the behavioral health facility. It did not provide a governance solution as recommended by City Council. He stated that the County remains committed to working with us on this. • Noted that the new URA plan for Midtown is starting to progress. He added that there are a lot of efforts in this area with City Plan, the Midtown Plan, Midtown in Motion, etc. There is a lot going on and a lot of cross-over for residents. On a related note, the need to hire outside counsel for the URA was discussed. Permission was given to move forward with an RFP process. • Noted that he met with the Chamber regarding the 100% Renewable Resolution; they are concerned about reliability and affordability. He noted that there is some chance that they will move forward with a separate resolution; however, staff is hopeful that we can get one resolution that supports everyone involved. Staff plans to continue to work with interested parties on this issue. City Manager Atteberry: • Noted that a balanced budget has been developed. The budget focuses on sustaining levels of service and capital items. Mayor Pro Tem Horak: • Asked for more information on the Meadow Springs transmission line. Staff is asked to provide a timeline for City, State and Federal items together with a description of related processes. Staff is also asked to provide information on potential issues and items that need to be addressed. There was also discussion on the reduction PRPA has experienced in revenues due to a decline in surplus sales. He has asked PRPA staff to provide some graphs to depict the decline over time. • Asked about storm water improvements needed on North College. There was brief discussion on budget items and potential rate increases. There was also brief discussion about the transportation sales tax and it was suggested that a line item be added to the budget to show what the money could be used for if the tax passes. • Noted that the public outreach being done on the project from Laporte to Washington has been outstanding. The door hangers, the information kiosks and messaging on Nextdoor have been helpful. This model should continue for future projects. Leadership Planning Team Meeting July 30, 2018 Page 5 of 5 • Noted the information provided on Occupancy and Code Compliance. Staff is asked to meet with a concerned citizen regarding Occupancy to go over this information. It was suggested that the meeting be held at Campus Connections and that Police staff be involved. It was also suggested that staff consider more focus on occupancy versus nuisance inspections. Mayor Troxell: • Spoke at a meeting where there was a question about the fee required to meet at Aztlan; the group used to meet there for free. It was noted that staff has worked hard to ensure consistent policies and practices around groups using City facilities. It was suggested that a different pricing structure that enabled some flexibility might be an option. Staff is asked to follow up on this. There was also discussion about the Cache La Poudre Water User Association and a 1/8 share of water that might be available to the City. • Attended an event at Harmony Cottages; citizens were moving in. He noted that this is an impressive development; the design is excellent, and it is a great demonstration of energy efficiency use. • Attended the PRPA board meeting along with Mayor Pro Tem Horak. He noted that the summer peak was reached in June. He also noted conversations held regarding the impact of the Regional Transmission Organization. • Attended a reunion for the Human Relations Commission celebrating 50 years. One of the City’s attorneys spoke in her personal capacity about her experiences growing up in a family of mixed ethnicity, and the Mayor noted it was compelling and impressive how she has overcome the challenges she described. • Asked about whether Council would receive Neighborhood Night Out packets sometime this week. Also asked about the idea of staff streamlining the process for neighborhood events at other times of the year; take a more concierge-type approach. There should be a standard policy with a one-stop approach to coordinate the various items that need to occur. Staff is asked to report back on both. Meeting adjourned at 10:17 a.m.
