Gertig, Utilities Executive Director RE: Fort Collins Stormwater Criteria Manual Updates This memorandum is in response to a July 3, 2018 request from the Leadership Planning Team (LPT) to provide an update on the Fort Collins Stormwater Criteria Manual. 1. Status of Updates to the Fort Collins Stormwater Criteria Manual The Fort Collins Stormwater Criteria Manual (Manual) is being updated to replace, in its entirety, the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood Control District Criteria Manual” dated December 2011. In addition, erosion control requirements that were previously external to the manual have been incorporated. The objective is to create a single, stand-alone document that incorporates all key design guidance and more effectively communicates the criteria for Fort Collins and its Growth Management Area (GMA). The document will be more user friendly and easier for users to navigate, interpret and apply. While significant stakeholder outreach on the updated Manual was conducted in late 2017, Staff determined that additional engagement was needed on specific Erosion Control Requirements being incorporated into the Manual. Consequently, the Manual adoption was delayed allowing time to complete this engagement. To date, stakeholder engagement related to the Erosion Control Requirements has included:  Electronic distribution of proposed language to key stakeholders for written comment;  Presentation to key members of the development community; and,  Presentation to the Chamber of Commerce Local Legislative Affairs Committee. DocuSign Envelope ID: 40FA70C0-668D-4CD1-85E2-DD643B0F2E21 2 Staff received very constructive feedback during the outreach and is committed to further analysis on several key erosion control topics including:  individual stormwater quality lot protection;  treatment train approach that incorporates multiple management practices to prevent erosion;  70% vegetation density requirement;  escrow transfers; and,  plan/report certifications. This analysis may include additional outreach to different stakeholder groups, comparison to other NPDES Phase II jurisdictions and State requirements, and preliminary cost analyses. 2. Are there any areas [of the Manual] that are ready and can move forward? Given the primary objective of creating a single, stand-alone document that is accessible, easy to read and understand, and that incorporates all key design criteria and guidance, it is Staff’s desire to keep both the stormwater criteria and erosion control requirements in one Manual. Our plan is to: 1. Summarize comments and provide responses to stakeholders; 2. Analyze the key erosion control topics listed above and prepare a recommendation on each item; 3. Meet with stakeholders to present and obtain feedback on responses and recommendations; 4. Address stakeholder feedback then present the Stormwater Criteria Manual and Erosion Control requirements to both the Planning and Zoning Board and the Water Board; and 5. Present the proposed Manual for City Council consideration and action anticipated in late 2018. If it is determined that a key topic requires significant additional consideration that will delay presentation of the Manual to City Council, Staff will inform Council and propose an appropriate course of action.
