HomeMy WebLinkAboutMinutes - Read Before Packet - 7/10/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes July 9, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 9, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Senior Assistant City Manager Kelly DiMartino, and City Clerk Delynn Coldiron met on Monday, July 9, and the following summarizes the discussions that began at 7:33 a.m. July 10 Adjourned Meeting and Work Session The July 10 agendas were reviewed. • Utilities Customer Information Billing System – Staff is asked to clarify whether this item is included in the City’s Capital Plan. • Larimer County Behavioral Health Plan Update – There was discussion about the basic premise of this item staying the same; minimal movement towards a more distributed model. • Proposed Service Plans for Title 32 Metro Districts – Staff is asked to provide a red-line version of the policy changes. July 17 Meeting The July 17 agenda was reviewed. • Century Wireless Telecom Facility – There was discussion about whether this should be moved to discussion and include a public hearing. It was noted that this project still has to go through the PDP process so more public hearing options are available. This item will stay on consent. • Planned Unit Development – There was discussion about whether this should be moved to discussion and include a public hearing. Minimal changes are being made to the ordinance. This item will stay on consent. Leadership Planning Team Meeting July 9, 2018 Page 2 of 4 • Boards and Commissions Joint Working Meetings – There was discussion about whether this would minimize the number of meetings for a board or commission or whether this was an add to existing meetings. Staff is asked to follow up. • Code Changes related to City Elections – There was discussion about the potential impact of the proposed changes. Staff is asked to remove this item from the discussion agenda and move it to a work session item for the same night. Six Month Calendar September 25 • H25 Pre-Application Hearing – added to the calendar. This item will review a mixed-use development near the SW corner of Harmony Road and I-25. Staff is asked to provide information on what the applicant will be presenting in advance. • Montava – This project is likely to come forward for a second pre-application hearing on this date as well. There was brief discussion around the benefits of having pre-application hearings. October 16 • Budget – The reference to the High Performing Government objective should be removed as this particular session is related to all seven outcome areas and all strategic objectives. Unscheduled • Need to provide an updated status on all items listed; also need to add the estimated quarter the item will be coming before Council. • 100% Renewable Resolution – There was discussion on whether this could be scheduled. Staff will have plans finalized next week; anticipate an October Council date. July 9 - Urban Renewal Authority The July 9 regular agenda for the URA was reviewed. Other Discussion Items: Deputy City Manager Mihelich: • Reviewed the proposed stream relocation/storm water improvement concept for Mail Creek. Staff intends to meet with the Homeowner’s Association and neighbors to review. Limited public access is included in the options to be discussed. • Noted a Board Member is interested in having staff host a viewing of The Greenest Building video with various boards and commissions and then have a facilitated discussion after. It was suggested that staff reach out to the Library to see if they would be willing to host the event. Leadership Planning Team Meeting July 9, 2018 Page 3 of 4 Another option is for the Board Member to reach out to the various boards, send them a link to the video and have direct discussions. • Provided an update to some efforts related to Seaman Reservoir. City Manager Atteberry: • Noted that Platte River Power Authority is selling five Windy Gap Units. • Provided an update on Saturday’s Community Connections’ meeting. 15 residents attended, most with questions about code enforcement. Several 1-1 meetings occurred related to mediation. • Provided an update on weekend Police activity related to cruisers on College Avenue; 80 tickets issued, two DUI arrests and one outstanding warrant arrest. It was suggested that this information be included in the City Manager monthly report. • Mentioned the upcoming FoCo Garden Tour. • Noted he will be attending a Big Ideas meeting in October through the Alliance for Innovation. The current Opioid Crisis will be the topic discussed. The County Coroner and/or a member from the County Health Department were mentioned as possible community members who could attend and participate. Mayor Pro Tem Horak: • Asked about storm water intrusion into the first floor of the Penny Flats building. Staff is asked to provide an update. • Asked about the unfinished wall on the Harper property. Staff is asked to review related agreements to see if there is a prescribed timeframe to finish. • Noted that the Denver Metro Chamber is obtaining signatures for a 6.25% tax to cover transportation needs. The tax, if approved, would exist for 10 years; Fort Collins would likely receive $5M in 2020 and the amount would increase from there until sunset. Staff is asked to develop a list of potential projects this money could be used for. The Mulberry/I-25 interchange and Transit Strategic Plan implementation were mentioned as possibilities. • Asked about the construction occurring on Laporte Avenue. Staff is asked to confirm whether the street will be asphalt or concrete. If asphalt, please explain why. Leadership Planning Team Meeting July 9, 2018 Page 4 of 4 • Noted the Larimer County Citizen Survey and asked whether Fort Collins is coordinating efforts with them on this, sharing data, etc. He also asked how the data would be utilized. Staff will follow up. Mayor Troxell: • Noted he will be attending a Drone Advisory Committee meeting next week in Santa Clara. Meeting adjourned at 9:46 a.m.
