New Fort Collins Stormwater Criteria
Manual and Low Impact Development
(LID) Implementation Manual (consent)
Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
Safe Community-5.5 Protect life and property with natural and attractive flood
mitigation facilities
Design Compatibility and Character Land
Use Code Amendments
Amend the Land Use Code to address the compatibility of new construction with existing built
environment. Those efforts include improved Historic Adjacency Standards and design
standards for Downtown and within transition areas at the interface between Downtown and the
Old Town Neighborhoods.

Changes to Transportation Element of
Adequate Public Facilities Ordinance

Consider changes to the Adequate Public Facilities ordinance in order to create flexibility in the
process for evaluating intersections during development review. The changes include the
creation of an option in certain cases for Alternative Mitigation Strategies to address needs /
interests beyond typical roadway work.
Transportation. – 6.5 Fill the gaps for all modes of travel and improve the current
transportation infrastructure while enhancing the aesthetic environment.

REGULAR MEETING Purpose of Item
Northern Integrated Supply Project (NISP)- Comments Consider a Resolution directing the City Manager to submit comments on NISP.
Environmental Health-4.9 Sustain and improve the health of the Cache la Poudre
River and its watershed.
Phase II Poudre River Flows Plan IGA and Agreement for
the use of certain City water rights in the Poudre River Flows
Plan.
Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan
partners; and, to review and approve the proposed use of certain City water rights in the Plan. A
coalition, including the City, has been developing a Plan to protect and provide instream flows
on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court
application by the State of Colorado on behalf of the partners. Three partners have offered
water to include in the Plan, Fort Collins, Greeley, and Thornton.
Environmental Health- 4.9 Sustain and improve the health of the Cache la Poudre
River and its watershed. 4.8 Protect and enhance natural resources on City-owned
properties and throughout the community.
Adoption of Changes to the Historic Preservation Codes
Amend the Municipal Code and Land Use Codes to better align historic preservation codes with
the principles and policies established through the 2012-2014 historic preservation program
review. These changes are to code sections concerning the Landmark designation processes; the
review of alterations to Landmarks; the review of new development that is abutting or near
historic properties; the review of 50+ year old properties that are not landmarks; dangerous
buildings; and demolition by neglect.

Police Regional Training Center Appropriation
Request appropriation of funds for half of the total construction costs for the Police Regional
Training Center to be located on Boyd Lake Avenue west of the Northern Colorado Regional
Airport. Per the partnership agreements the City of Loveland will be funding the other half of
this project.

partnerships to make our community safer and stronger.
