RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City
Clerk Delynn Coldiron met on Monday, June 4, and the following summarizes the discussions that began
at 7:00 a.m.
June 5 Meeting
The June 5 agenda was reviewed.
• Chapter 19 amendments on civil infractions – staff should be prepared to speak to the
standards staff will be using in determining appropriate enforcement methods for violations.
The memorandum on repetitive nuisance violations sent on March 15, 2018 will be provided in
Council read-before packets.
• East Gateway Annexation – staff reported a missed notification on this item. As a result, this
item will be moved to discussion so that Council can rescind the May 1 Initiating Resolution and
discuss re-initiating the annexation and setting a new hearing date. A revised Council Agenda
and Resolution will be posted and distributed as soon as possible today.
Six Month Calendar
June 19 –
• Oil and Gas Land Use Code changes moved from July 3. Change confirmed.
• PUD Overlay Zone Land Use Code moved from July 3. Change confirmed. Staff is asked to
provide Council with minutes from the May Planning & Zoning Board meeting prior to the Work
Session.
July 10 –
• Larimer County Behavioral Health Plan added to calendar.
• Metropolitan Districts Policy added to calendar.

July 24 –
• Sign Code updates added to calendar (moved from July 10).
August 21 –
• Adequate Public Facilities added to calendar (moved from July 17).
August 28 –
• Affordable Housing Incentives added to calendar (moved from June 19).
• Art in Public Places added to calendar (moved from July 24).
The July 10 and August 28 Work Sessions have four items on them. July 31 (5th
Tuesday) is available as
an alternative date where two or more items could be considered.
Other Discussion Items:
City Clerk Coldiron:
• Noted some scheduling challenges for the Leadership Planning Team meeting on June 25. It was
decided to start the meeting at 7:00 a.m. to help ensure the meeting could occur.
Deputy City Manager Mihelich:
• Noted the importance of getting any information Councilmembers want to show during a Council
meeting to staff as soon as possible on Tuesdays so that copies can be provided for all.
• Provided an update on Northern Integrated Supply Project negotiation plans.
• Noted the lockers at the Mennonite Fellowship will be considered by the Planning & Zoning Board
at an upcoming meeting. There is a staff meeting on this item today; more information may
follow.
• Noted that Chief Swoboda starts today. He will be sworn in at 9:45 a.m. The formal swearing in
ceremony will occur prior to Council on June 19.
Mayor Pro Tem Horak:
• Provided a brief update on the collective bargaining process for Poudre Fire Authority.
• Asked about the Electric Rate flier that was provided in packets and how this would be distributed
to citizens. Deputy City Manager Mihelich noted that the flier will be circulated in multiple ways,
including through social media.

• Noted that the North College closure for railroad repairs is significant. Staff is asked to send an
update memo just prior to the project start.
• Provided an article entitled “Start Preparing for the Next Hurricane Irma” which focused on
preparing for unprecedented weather events. Staff is asked to forward the information to
Council.
• Noted an agenda item from the Regional Air Quality Council from Friday, June 1. The item, Status
of Implementation of Colorado’s VW Beneficiary Mitigation Plan, reviewed a number of related
programs. Staff is asked to research these programs and provide Council with a memo indicating
areas we might want to pursue. Presentations on these items can be found at:

• Noted an article in today’s Denver Post, Section 6B, talking about Longmont’s efforts regarding
prairie dogs. Staff is asked to review Longmont’s policy and note differences from our policy.
Addressing prairie dogs on private lands was mentioned.
• Noted the Open Streets event that recently occurred. Staff is asked to provide signage for the
Council listening sessions that are done as part of these efforts.
• Noted that there are yellow and blue dots along the Poudre Trail that are left from the Colorado
Marathon. Staff is asked to report back on whether these are permanent. If they are, staff is
asked to provide an explanation as to why.
• Noted he attended a Neighborhood Services meeting on Saturday at Campus Connections. He
mentioned that this was a great meeting; there were 20-25 citizens in attendance who had lots
of questions about code compliance efforts. He encouraged staff to ensure there are materials
available at these meetings such as nuisance code handouts and Access FC cards. He also
encouraged staff to ensure that police staff is in attendance to ensure all questions can be
answered and to demonstrate the collaboration that occurs.
