RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Senior Assistant
City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on
Monday, May 29, and the following summarizes the discussions that began at 7:05 a.m.
May 29 Special Meeting
The May 29 agenda was reviewed.
• Northern Integrated Supply Project (NISP) – Staff is asked to provide copies of the minutes from
the Land Conservation Stewardship Board and the Natural Resources Board where they
discussed this topic, together with any associated recommendations, in today’s read-before
packet.
June 5 Regular Meeting
The June 5 agenda was reviewed.
Six Month Calendar
June 19 –
• A Resolution and Appropriation Ordinance relating to receipt of the private contributions for
the Whitewater Park will be added to the Consent Agenda.
• Oil and Gas Land Use Code changes tentatively moved from July 3. Additional discussion will
occur at ELT to finalize. It was also recommended that staff conduct a work session with a
couple of members from each of the advisory boards that have been contacted on this issue to
further discuss.
• PUD Overlay Zone Land Use Code changes tentatively moved from July 3. Additional discussion
will occur at ELT to finalize.
• Affordable Housing Incentives may be moved to another date. Additional discussion will occur
at ELT to finalize.

July 3 –
• Century Wireless Telecommunications Facility added. This facility is proposed to be at a church
located at 620 W. Horsetooth Road disguised as a bell tower (this is a correction from what was
discussed this morning).
July 10 –
• Larimer County Behavioral Health Plan will tentatively stay on schedule. Additional discussion
will occur at ELT to finalize. A memo to Council from Larimer County is expected in the July 5
packet. An update and related work session discussion is desired prior to the item moving
forward to the County Commissioners considering ballot language at the end of July.
• Keep Fort Collins Great item added. Staff is asked to provide an analysis on revenue and use tax
collections/changes since the initial KFCG tax was passed. The 2019/2020 budget process is an
opportunity to demonstrate recommended budgets with and without KFCG.
August 21 –
• Design Compatibility and Character Land Use Code Amendments was moved from July 17 to
allow for additional community engagement.
Unscheduled –
• Occupancy Study moved from August 28 to allow a survey to go out when CSU is in session.
The survey will now be issued in September and a work session scheduled in late January 2019.
• Northern Integrated Supply Project (NISP) added. This item will consider a resolution directing
the City Manager to submit comments on NISP.
Other Discussion Items:
City Clerk Coldiron:
• Noted the new URA Board is scheduled to meet on June 19. Concerns were noted due to the
number of events already occurring on June 19. Staff is asked to reschedule this meeting and
ensure all URA members are polled on dates. It was also suggested that staff meet with the
Mayor to discuss next steps.
Senior Assistant City Manager DiMartino:
• Provided an update on the Youth Advisory Board’s efforts to get a chalkboard established at the
mall. An agreement with the mall will be drafted covering logistics. Staff is asked to follow up
with the Youth Advisory Board to provide information on current efforts.

Deputy City Manager Mihelich:
• Noted that the Minor Amendment to allow lockers at the Mennonite Fellowship is being heard
by the Planning & Zoning Board on Thursday. Staff will be sending responses to the citizens who
have sent emails due to the quasi-judicial nature of this item.
• Noted that Council will be receiving a memo related to fugitive dust outlining some small Code
amendments staff is hoping to make. The item will be scheduled for consideration on June 19.
• Provided an update on Halligan efforts.
Mayor Pro Tem Horak:
• Noted that PFA Station 7 continues to have trouble with internet connectivity. Staff is asked to
work with PFA to look at how we can accommodate getting fiber to their site or to find an
alternative solution.
• Noted his appreciation for the work that was done at 222 Laporte Avenue related to accessible
parking spaces.
• Asked for more clarification on the memo provided for Electric Metering and Data Resolution for
Time-of-Day Rate.
• Asked about next steps for the National League of Cities’ Race Equity and Leadership 101
Training. Senior Assistant City Manager DiMartino noted that staff intends to move forward with
scheduling this for Q3 or Q4.
• Noted that the bike trail near Lyons Park is dangerous when water is on the trail and riders are
diverted up onto the street. He stated that the bank is not very wide and is insufficient to move
riders up/down quickly; although many people ride quickly causing safety concerns. Staff is asked
to explore options for improving safety, including widening the space or providing better signage
warning people to proceed slowly.
Mayor Troxell:
• Noted he had a hard time accessing City Hall on Saturday due to the Realities Ride event. Staff
is asked to make sure Councilmembers are notified of events near City Hall.
• Noted that the special pedestrian crossing areas on roadways create some cleaning challenges.
He observed a lot of sand/silt at a crossing on Prospect. Staff is asked to follow up.

• Noted ongoing issues with some of the storm water drains. He noted the one at Prospect and
Mason. Staff is asked to follow up.
