HomeMy WebLinkAboutMinutes - Read Before Packet - 5/15/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - May 14, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 14, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, May 14, and the following summarizes the discussions that began at 7:32 a.m. May 15 Adjourned Meeting and Work Session The May 15 agenda was reviewed. • Downtown Development Authority Line of Credit – Staff is asked to provide clarification on the property on the Downtown Development Authority Boundary at E. Lincoln Avenue and Lemay Avenue that is not included within the DDA boundary. Why is this not included? What exists at that location? • Oakridge Crossing Affordable Housing Project – It was noted that there are no valuation limits for affordable housing or special population (such as seniors) projects. “High rent” projects have access to affordable housing fee waivers; not sure this is what was intended. Staff is asked to provide clarification. • Land Use Code Updates – There was discussion about the Development Review Advisory Committee, its role and the members who were appointed. • Staff Report: I-25 – It was suggested that this report move to June and include information on the Infra Grant and the construction timeline. • Urban Renewal Authority – It was suggested that a staff report be added to May 15 to provide the Community an update regarding the session that occurred Friday and the next steps. • West Nile Virus – Staff is asked to provide more context around the committee discussion(s) that occurred, including whether the full committee agreed with the recommendations. Copies of available minutes were requested. Additionally, any studies/research used as a basis for reducing the threshold should also be provided. Leadership Planning Team Meeting May 14, 2018 Page 2 of 4 • Mason Place – There was discussion about this item not being a “true loan” as noted on the Agenda. Staff is asked to make sure to provide an explanation as part of the staff presentation. • Other Business – There was discussion that Councilmembers may want to consider the request to join the Colorado Oil and Gas Conservation Commission v. Martinez Amicus Brief on May 22. To do this, the May 15 meeting should be adjourned to that date. Six Month Calendar May 29 – • Northern Integrated Supply Project has been added. The staff presentation should cover the history of the project, the things that have been accomplished to date and the items intended to be pursued through negotiation. Also need to add a related item to Unscheduled for discussing/approving comments. June 19 – • New Police Chief swearing-in ceremony should be added. July 3 – • Oil and Gas Land Use Code Updates moved from June 5. July 24 – • City Plan Scenarios has been added. November 27 – • Yearly evaluations moved from November 13. Unscheduled – • Need to add an appropriation item in the Fall for the Police Regional Training Facility. Other Discussion Items: City Clerk Coldiron: • Noted that members of the Youth Advisory Board are requesting reimbursement for expenses related to the mall chalkboard. Staff is asked to follow up with mall staff to determine if this is appropriately a mall project rather than a City project, and their level of support for the effort. Deputy City Manager Mihelich: • Received an outline from staff on next steps for the 100% Renewable Energy Goal. There was discussion on the importance of including PRPA through every step and on including all cities who Leadership Planning Team Meeting May 14, 2018 Page 3 of 4 partner with PRPA, as well as the City’s large energy customers. The importance of messaging was also mentioned. A Thursday packet memo will be provided. • Provided an update on Halligan efforts. City Manager Atteberry: • Provided updates on The Exchange project. • Appreciated the work that went into the Urban Renewal Authority (URA) meeting, as well as the attendance of Council. Next steps related to governance were discussed. Staff should provide information to the URA board as early as possible in preparation for the next meeting. • Noted the executive team for the National Institute of Standards and Technology will be in Fort Collins June 27-28 to talk about Baldrige with both the City and Elevations Credit Union. • Noted that staff is in the final stages of hiring the Transfort General Manager. An announcement is expected in the next week or so. This has been a nation-wide search using a recruiting firm. Mayor Pro Tem Horak: • Noted a resident at his listening session commented about the historic preservation studies that were not funded in previous budgeting efforts and how helpful these would have been for the recent development project at Drake and College. There was discussion about mitigation options available to developers. Staff is asked to provide Council with more information on mitigation options and related processes. It was also noted that if discussion on mitigation options occur, this should be part of the history provided to Council in appeals. • Requested a table listing all trails, their current conditions, and related maintenance plans for the next several years. • Noted the memo on the Riverside Bridge included very good information. He especially liked the frequently asked questions. • Noted the memo on the City Park Refresh and asked that staff provide an overall map of possible improvements with phasing. One-time costs versus ongoing operational costs were also discussed. Staff is asked to track increases in operational costs due to the improvements that are made. • Provided suggested changes to the City Manager’s Monthly Report. Leadership Planning Team Meeting May 14, 2018 Page 4 of 4 • Noted the brochure from Transfort contained excellent information. Staff is asked to provide more information on ridership per capita explaining the differences between our program and the others listed. Staff is also asked to speak to how we are using this information to get better. • Noted the Housing First memo and the progress being made to track people. • Noted he has been involved in conversations related to I-25 improvements from State Highway 56 to State Highway 66. Conversations with Berthoud and Mead are occurring. A grant application for this area is anticipated. Mayor Troxell: • Noted the existing crosswalk at LaPorte and Meldrum needs additional signage and a striping refresh. • Will be participating as part of a Bloomberg panel in Washington, DC this week as part of Infrastructure Week. He will also be attending the Engage Cities ceremony in New York City. It was noted that the $100K awarded by Engage Cities can be used for further engagement on a variety of topics. • Noted Mayor Hogan of Aurora passed away. It was suggested that Interim Chief Terry Jones represent the Mayor and the City of Fort Collins at his ceremony. • Noted it was National Tourism Week last week. He attended a program done by Visit Fort Collins; it was well done. The meeting adjourned at 9:51 a.m.
