Climate Action Plan and 100% Renewable
Energy Electricity Update (CP)
Annual work session with City Council to review preliminary 2017 carbon inventory, updated
2020 projections, community engagement efforts, and high impact initiatives. This item will
also provide the current status and planning efforts regarding renewable electricity and
distributed generation. Staff will present regarding renewable electricity, including
Platte River’s recent Zero Net Carbon modeling efforts and upcoming plans to update
their Integrated Resource Plan (IRP), Utilities planning for distributed resources,
customer pledges for meeting renewable electricity goals, potential impacts on and
alignment with CAP goals and next steps in alignment with both the Climate Action
Plan and Energy Policy goals.

greenhouse gases (GHGs).
Solar Business Model Review - CP Staff will present regarding distributed solar business models, including short and long-term

Consider renewal of a 2012 IGA establishing a revolving line of credit (LOC) for a six-year
period in the amount of $5,000,000. This LOC is in the best interests of both the DDA and the
City in that it helps to reduce financing costs of DDA projects in order to preserve the
maximum amount of property tax increment revenues for DDA projects.

Housing Catalyst for a Loan of Funds

Program).
Consider a resolution authorizing the execution of a funding agreement between the City and
Housing Catalyst for a loan of funds from the Affordable Housing Capital Fund to assist
Housing Catalyst (Fort Collins Housing Authority) for the construction of Mason Place, a
permanent supportive housing development. The funding requested is $1,080,000 which will
assist with the remaining funding gap prior to application for Low Income Housing Tax Credits
which will provide the majority of the funding needed for the project.

Oil and Gas Land Use Code Updates

Update Land Use Code to increase the setback between new residential development and
existing oil and gas operations from 350 feet to 500 feet. The proposed requirements would
allow for a reduced setback around permanently plugged wells if the developer completes
additional soil, groundwater and air quality testing. Staff will present the results of community
outreach and proposed code changes for consideration.

Amend the Municipal Code and Land Use Codes to better align historic preservation codes with
the principles and policies established through the 2012-2014 historic preservation program
review. These changes are to code sections concerning the Landmark designation processes;
the review of alterations to Landmarks; the review of new development that is abutting or near
historic properties; the review of 50+ year old properties that are not landmarks; dangerous
buildings; and demolition by neglect.

Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.

New Fort Collins Stormwater Criteria Manual and Low
Impact Development (LID) Implementation Manual
(consent) (scheduled for August 21)
Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
Safe Community-5.5 - Protect life and property with natural and attractive flood
mitigation facilities
Status: Staff continues to work on a technical review of construction erosion control measures
as well as a gap analysis between the manual, the Municipal Separate Storm Sewer System
Permit Requirements and State Construction Permit Requirements and will determine the scope
of any changes needed. Staff is coordinating with the CPIO office to develop and execute
additional public outreach strategies as appropriate. Outreach efforts are expected to run
through mid-April, with an updated presentation to Water Board at the beginning of May.
Phase II Poudre River Flows Plan IGA and Agreement for
the use of certain City water rights in the Poudre River Flows
Plan.
Review and ask for approval of a Phase II IGA with the Poudre River Instream Flow Plan
partners; and, to review and approve the proposed use of certain City water rights in the Plan. A
coalition, including the City, has been developing a Plan to protect and provide instream flows
on the Poudre River. Phase I of the Plan is drawing to a close. Phase II will entail a water court
application by the State of Colorado on behalf of the partners. Three partners have offered
water to include in the Plan, Fort Collins, Greeley, and Thornton.
