MEMORANDUM
DATE: April 15, 2018
TO: Mayor and City Council
FROM: Land Conservation and Stewardship Board
CC: Darin Atteberry, City Manager
SUBJECT: Funding Optional Features at the Poudre River Whitewater Park – April
17th
City Council Agenda Item #17
The Land Conservation and Stewardship Board reviewed plans for the whitewater park, optional
features for which funding is now being sought, and potential sources of funds for the optional
features. The LCSB voted in favor1
of expressing continued support for the whitewater park with
the enhancements presented by Kurt Friesen, if funding would be obtained according to the
strategy that he presented.
The LCSB supports the whitewater park project because it will improve river hydrology, habitat
connectivity, and condition of river banks. The Board appreciates the efforts made by various
City Departments to appropriately apply financial contributions from the Natural Areas budget,
directing those funds to project components that improve natural conditions.
If funding of all optional features is not possible, then the Board recommends that highest
priority be placed on (1) the pedestrian bridge; (2) the children’s shallow water play area; and (3)
security enhancements.
