HomeMy WebLinkAboutMemo - Mail Packet - 4/17/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team - April 9, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 9, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by phone), Mayor Pro Tem Gerry Horak (by phone), City Manager Darin Atteberry (by phone), Deputy City Manager Jeff Mihelich, Sr. Assistant City Manager Kelly DiMartino (by phone), City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, April 9, and the following summarizes the discussions that began at 10:08 a.m. April 17 Regular Meeting The April 17 meeting agenda was reviewed. • Income Qualified Assistance Program – Staff should be prepared to discuss the outreach plan for this topic. This will likely be brought up under Council follow-up for Consent Calendar items. • Staff Report: Youth Advisory Board – The Mayor would like to review the proposed presentation with Youth Advisory Board members prior to the April 17 meeting. If time does not allow for this, the item should be rescheduled. • East Prospect Road Improvements – Staff should be prepared to discuss the overall process for this item. • Poudre River Whitewater Park – There was discussion on whether staff had been to the Land Conservation Stewardship Board to discuss this topic. The meeting is scheduled for this week. Six Month Calendar May 8 – • Climate Action Plan work session discussion item was amended to include 100% Renewal Energy. June 12 – • Mid-Year Evaluations of City Manager, City Attorney and Chief Judge – There was discussion on rescheduling this item to June 11 to enable interested parties to attend the Colorado Capital Conference. Staff will follow up. Leadership Planning Team Meeting April 9, 2018 Page 2 of 3 June 26 – • National League of Cities Summer Conference occurs this week. Multiple Councilmembers are expected to be participating at the conference. There was discussion about moving the items scheduled for June 26 to June 19. Staff will follow up. August 14 – • Regional Wasteshed Project Update – added to the calendar. Unscheduled Items – • FoCo Creates Arts & Culture Master Plan Update – added to the calendar. Other Discussion Items Deputy City Manager Mihelich noted: • Staff was contacted by the European Union to see if there was interest in participating in their International Urban Cooperation program where the City would be paired with a European city to share information about climate action planning and related processes. It was noted that efforts should include the broader perspective of climate economy and include universities and private business. It was also suggested that staff request pairing with a City such as Copenhagen, where a relationship has already been established. City Attorney Daggett noted: • Outreach is underway related to the new Council Rules that were recently adopted. A press release will be done this week. As well, information has been added to Council’s Agenda document and to the City’s Agenda webpage to help inform citizens of the changes. Mayor Pro Tem Horak noted: • Chad Crager will be assuming responsibility for I-25 efforts and other transportation items Mark Jackson was responsible for. There was discussion about the transition and related cross-training efforts. Staff is asked to schedule a time for the Mayor and Mayor Pro Tem to meet with Chad and Mark as part of the transition. • More information needs to be provided on the West Nile Virus issue summarizing why the recommended change to .5 is the right answer; need to understand the causal relationship. It was recommended that an expert from the Technical Advisory Committee be present at future Council meetings to help answer questions. Leadership Planning Team Meeting April 9, 2018 Page 3 of 3 Mayor Troxell noted: • There is a lot of confusion related to the sign code update process and digital signs. There was discussion about the possibility of separating these into individual topics and moving them forward in that fashion. Staff is asked to prepare a memo for a Thursday packet providing an update specific to digital sign efforts. • There is some confusion related to the billboard located by the Poudre River on Mulberry. Staff is asked to provide a memo on the current plans for removal. • He met with Barb Watkins with City Drug who has some ideas about parking and related revenues. Staff is asked to reach out to her to find out more. • He met with Beth O’Brien-Watts who had concerns about the red flag law related to gun control. The meeting adjourned at 10:52 a.m.
