HomeMy WebLinkAboutMinutes - Read Before Packet - 4/3/2018 - Memorandum From Rita Knoll Re: Leadership Planning Team Minutes - April 2, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 2, 2018 TO: Mayor and Councilmembers FROM: Rita Knoll, Chief Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Sr. Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and Chief Deputy City Clerk Rita Knoll met on Monday, April 2, and the following summarizes the discussions that began at 7:30 a.m. April 3 Regular Meeting The April 3 meeting agenda was reviewed.  Appropriation for Canal to State Highway 1 Project – Staff is asked to plan a celebration when this portion of the North College Improvements Project is complete.  East Prospect Road Improvements Project – Clarification was sought (and received) that this project will be funded in the budget. Questions were raised about the timing of presenting to the Transportation Board, and a request was made to reach out to the Land Conservation Stewardship Board, which may have concerns.  Exception to Competitive Process for Demand Response Services – It was suggested that internal (and perhaps external) auditors should review sole source purchases for compliance with processes.  Appeal of Landmark Preservation Commission Decision on Spradley Barr Property – Staff should be prepared to respond to questions regarding the process for determining eligibility, the effects of a property being determined to be eligible, and the steps leading to this appeal. Leadership Planning Team Meeting April 2, 2018 Page 2 of 4 Six Month Calendar May 15 –  West Nile Virus Program Revisions – Staff is asked to clarify the data used for recommending a change to the index levels (vector index and human cases). Other Discussion Items Deputy City Manager Mihelich noted:  Staff has been contacted by private haulers regarding their experiences with loads being rejected at the landfill and/or extra fees incurred for contaminated loads. Staff will look at ways to provide additional education, perhaps partnering with the haulers, particularly in multi‐family and commercial settings. Staff was encouraged to ask haulers to narrow in on problem locations, and to consider random sample inspections.  Planning and Zoning Board delayed consideration of oil and gas well setbacks because it wanted to receive input from the Air Quality Advisory Board, Longmont, and the School District. Staff is asked to provide an update to Council on how Longmont is approaching the issue. It was suggested that a BFO offer be developed to fund assessments of abandoned wells.  Staff met with staff at the downtown Library on challenges associated with transient behaviors. The Library has good data sets and was appreciative of the meeting. Staff is asked to provide a memo summarizing the meeting, and addressing what the Library and the City are doing to address issues. Senior Assistant City Manager DiMartino noted:  Staff is working to develop an application for the Mayor’s Public Art Challenge focused on the City’s CAP initiative. City Attorney Daggett noted:  A new part‐time municipal court prosecutor started last week. She will provide Council with her resume. Leadership Planning Team Meeting April 2, 2018 Page 3 of 4 City Manager Atteberry noted:  There will be a reception for Mark Jackson on April 19 at Mainline. Council is invited to attend.  Patti Garcia, Windsor Town Clerk and Acting Town Manager, has been selected as the new City Clerk in Loveland.  Windsor has hired Shane Hale as the new Town Manager.  Staff has been required to take cyber security training through viewing monthly videos by Ninjio. Those videos will now be extended to Council. Mayor Pro Tem Horak noted:  The Fort Collins Sustainability Group is planning to ask Council to adopt a Resolution calling for 100% renewables by 2030.  He appreciated the memo on integration of neighboring community plans.  The memo on the Shields Street gas main project by Xcel was good. He asked that future memos include information on public outreach efforts and how the City is working with Xcel on those efforts. He asked if traffic flow will be open during the stop work dates around events.  Conversations have begun with Wellington and CSU regarding a possible bus route to Wellington.  The homeless/transient memo from Police Services is good; must be consistent with the data.  The Redtail Ponds Evaluation Report includes good information. NOTE: The Evaluation Report should not have been marked as confidential.  Staff was asked to obtain a copy of the recently adopted Aurora ordinance prohibiting smoking in vehicles with children present.  Mayor Troxell will respond to letter from Karen Kalavity regarding the Poudre River/Thornton.  He mentioned the Water Now meeting and spoke of Salt Lake City’s efforts to improve the forest to take up CO2 emissions. Leadership Planning Team Meeting April 2, 2018 Page 4 of 4 Mayor Troxell noted:  He met with Sonny Subia regarding the next Census, and noted the need to form a Census Count Committee and to partner with CSU on advocacy. Pete Wray is already working on this.  He asked staff to place in Council packets a paper on the benefits provided by the irrigated agricultural landscape.  He asked staff to work with the Chamber’s Local Legislative Affairs Committee (LLAC) to regularly receive copies of the LLAC’s agenda, planning calendar, and meeting minutes. He suggested a meeting be set up to discuss questions raised by the LLAC.  He attended the Poudre Pour event and indicated it was a good panel.  He attended the Northern Colorado Regional Airport retreat and thought they had a good discussion. The meeting adjourned at 9:25 a.m.
