HomeMy WebLinkAboutMinutes - Read Before Packet - 3/20/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - March 19, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 19, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by phone), Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Sr. Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, March 19, and the following summarizes the discussions that began at 7:30 a.m. March 20 Regular Meeting The March 20 meeting agenda was reviewed. • Waste Reduction and Diversion Projects – staff is asked to provide a list of projects that the $111,000 is intended to cover and to provide information on projects that have been covered with past funding, including the benefits of those projects to the community. • Whitewater Park Project – There was brief discussion on the board and commission outreach that has occurred on this project, as well as discussion on the importance of including the bridge as part of funded efforts if URA money is contributed. An update will be included in Council’s read-before packets. • Electric Utility Enterprise Board Meeting – Staff is asked to provide information on tolerance levels related to bond rate increases; where is the threshold that determines a project should not move forward? • Urban Renewal Authority – staff is asked to provide information on: o New logo change. What was the process used and who authorized the change? o Information on other potential URA projects, including anticipated costs. o The guidelines used for determining the appropriate URA account balance. Six Month Calendar 1. April 3 – • 2601 S. College Landmark Designation Eligibility Appeal – added to the calendar. Leadership Planning Team Meeting March 19, 2018 Page 2 of 4 • Appropriate debt proceeds for Broadband – moved to May 1 and May 15 to allow time to resolve issues around Art in Public Places contributions. • Oil and Gas Land Use Code Updates – moved to June 5 because the Planning & Zoning Board continued this item to a future agenda. 2. April 17 • Aweida Annexation Initiation – added to the calendar. • Income Qualified Assistance Program – added to the calendar. 3. May 1 • Appropriate debt proceeds for Broadband (1st Reading) - added to the calendar. 4. May 15 – • Appropriate debt proceeds for Broadband (2nd Reading) – added to the calendar. 5. June 5 - • Design Compatibility and Character Land Use and Historic Preservation Code changes are scheduled to be considered. If possible, staff is asked to reschedule these items to a time when all Councilmembers will be present. • Oil and Gas Land Use Code Updates – added to the calendar. • Aweida Annexation (1st Reading) – added to the calendar. 6. June 19 – • Colorado Municipal League Annual Conference – There was some discussion on whether the Council meeting should be canceled; keep on the calendar for now. 7. June 26 – • Metropolitan Districts Policy – added to the calendar. 8. July 3 – • Aweida Annexation (2nd Reading) – added to the calendar. 9. July 10 – • Sign Code Update – added to the calendar. Staff is asked to provide an update on current efforts. 10. August 28 – • Building Energy Scoring – added to the calendar. Other Discussion Items Senior Assistant City Manager DiMartino noted: • For the Whitewater Park item scheduled for April 17, staff plans to have a full project timeline to share with Council. City Manager Atteberry noted: • There is a Joint Regional Elected Officials meeting scheduled for April 4. The agenda includes Boxelder, I-25 and regional wasteshed. It was noted that this meeting might get rescheduled due to elections occurring in several of the attending municipalities on April 3. • He received several items from Mayor Pro Tem Horak from National League of Cities (NLC) that will be forwarded to Council as part of Thursday’s packets: o Item on Racism o Item on Leadership 101: Real Action – Sticky History Timeline o Item on Energy, Environment and Natural Resources Committee. Staff was again encouraged to look at One Concern, the company that uses artificial intelligence to help cities predict the impact of disasters and climate change at a social and economic level. Their website is: https://www.oneconcern.com. Staff is asked to research partnering with NLC staff to offer a Saturday morning workshop, sometime in the fall, on racial equity to help build knowledge and understanding around this issue. • His thanks to City Councilmembers for their time and efforts as part of the Police Chief recruitment process. City Attorney Daggett noted: • The proposed changes to Council meeting rules will be provided in Thursday’s packets. The item has been scheduled for consideration on April 3. Mayor Pro Tem Horak noted: • He was riding a bus on Friday where transit officers were working with a transient individual along with checking tickets/passes. There are a number of transient individuals who travel from Fort Collins to Longmont and Boulder regularly. Staff is asked to report back on what issues are occurring on these longer routes, how often issues are occurring and how issues are being addressed. Leadership Planning Team Meeting March 19, 2018 Page 4 of 4 • There is a tri-city district water meeting scheduled for May 31. Staff is asked to send meeting invitations to Council. • There is an upcoming meeting entitled “Delivering Urban Resilience” in Dallas, TX. Staff is asked to research this item and provide additional detail to Council. • Mike Beckstead presented on Broadband at a recent Local Legislative Affairs Committee (LLAC) meeting. Additional context around the wording of the initiative (“could” versus “shall”) and clarity about the fact that the decision has been made to move forward with this project are needed. The Mayor noted that he has an upcoming LLAC meeting a week from Friday. Staff is asked to provide him with the slides from staff’s presentation. Mayor Troxell and Mayor Pro Tem Horak commented on the following items from the March 15 packet: • Memo on North College improvements – briefly discussed the items included and that the projects were scheduled to be completed this year. • Memo on College and Prospect improvements – staff is asked to ensure that the information contained in the memo is sent to the property owner who asked about the sidewalk issue. • Memo to Mayor regarding Coyote Ridge – staff is asked to prepare a response for the Mayor. Mayor Troxell noted: • There was an infrastructure meeting that staff attended at the White House on Thursday; he asked about how this went. City Manager Atteberry reported that the meeting was helpful and that staff would provide an update. The meeting ended at 8:50 a.m.
