HomeMy WebLinkAboutMinutes - Mail Packet - 3/20/2018 - Leadership Planning Team Minutes - March 12, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: March 12, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by phone), Mayor Pro Tem Gerry Horak (by phone), Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, March 12, and the following summarizes the discussions that began at 7:01 a.m. March 20 Regular Meeting The March 20 meeting agenda was reviewed. There was a question on whether a proclamation regarding pollinators was moving forward. This proclamation is currently scheduled for the June 19 meeting. There was a suggestion that one of the staff reports scheduled for April 3 be moved to March 20. Staff will reach out to see if the Horsetooth Land Conservation Project report can be moved. North College Improvements – staff is asked to ensure that the agenda item summary includes some context on the status of overall efforts on North College projects, as well as a timeline. Slack lining and drone operation in City Natural Areas and Parks – staff is asked to withdraw this item to do a comparison between what is proposed and the National League of Cities model drone policy. New guidelines from IPP were also mentioned as another item staff should review. The agenda item summary should be revised to include information on the additional research done by staff, as well as specifics on the locations where slack lining and drone take off/landings are allowed. URA consideration of Whitewater Park Project – staff is asked to include, in the agenda item summary, information on the additional outreach that has occurred on this item, related recommendations, the overall funding strategy, the City Manager’s recommendation, a status of overall efforts and a timeline. Dissolution of Harmony Technology Park Metro Districts – there was a question on why these were dissolving; inactivity. Leadership Planning Team Meeting March 12, 2018 Page 2 of 4 Code Amendments related to Elections – staff is asked to provide additional detail in the agenda item summary about the proposed changes, including that the Election Code Committee has reviewed the items and recommends the changes. Six Month Calendar 1. April 17 – • Whitewater Park Appropriation – added to the calendar. 2. May 1 • Night Sky Initiative Update – staff report added to the calendar. 3. May 15 – • 2601 S. College Landmark Designation Eligibility Appeal – added as tentative. Staff is continuing conversations with the owner and applicant about the project; the property is eligible for landmark designated but has not been declared a landmark. 4. June 5 - • Design Compatibility and Character Land Use and Historic Preservation Code changes are scheduled to be considered. It was noted that at least one Councilmember will be absent and there was brief discussion on whether to reschedule these items. The decision will be made after the work session on these items scheduled for April 24. 5. June 26 – • Metropolitan Districts Policy – added to the calendar. Staff will be reviewing proposed policy language to ensure alignment with Council expectations. 6. August 28 – • Police Training Facility – it was noted that this item will cover design, scope and funding. Staff is asked to ensure that there is context included in council materials on how this project fits in with other capital projects the City is proposing. 7. Unscheduled items – staff is asked to review and make sure that this list is complete. Other Discussion Items City Clerk Coldiron noted: • Five applications were received for the Mayor’s appointment to the newly expanded URA Board. Next steps were discussed. Staff will be sending an email to Councilmembers to determine who is interested in participating in interviews. Leadership Planning Team Meeting March 12, 2018 Page 3 of 4 Deputy City Manager Mihelich noted: • An application has been received from Fort Collins for Progress to do a large rally in Old Town Square on March 24. Additional information will be forwarded once it is available. • Staff is receiving some pressure from citizens to do something about the hate flyers that are finding their way into the community. CSU has an affirmative statement, Principles of Community, that staff is asked to review. • Some flyers about the City’s sign code were distributed throughout town that have inaccurate information and have caused confusion. Staff has been working to correct this. It was suggested that staff put out a press release about current efforts related to this. City Attorney Daggett noted: • The Council meeting rules have been revised based on earlier discussion. The new version will be sent to Council as part of Thursday’s packets. The item has been scheduled for April 3. Mayor Pro Tem Horak noted: • On page 2 of the CML Newsletter from March 2, 2018 there is a list of items requested of cities regarding the infrastructure program. Staff is asked to review this information. • He attended a meeting at the National League of Cities (NLC) conference that included a presentation from One Concern. This company uses artificial intelligence to help cities predict the impact of disasters and climate change at a social and economic level. Staff was encouraged to look at this. Their website is: https://www.oneconcern.com. Meeting materials will be provided as soon as they are available. • The City of Seattle, WA has a discrimination ordinance to assist with inclusionary housing efforts. Staff is asked to do some research on this item and bring related recommendations back to Council if appropriate. • He attended a session at NLC on racism that had some useful things; cities are coming up with good tools and information. It was suggested that staff contact the National League of Cities to learn more about this. Mayor Troxell and Mayor Pro Tem Horak commented on the following items from the March 8 packet: • The Police Training Facility was included in two different areas of the City Manager’s Monthly Report. It is good that it is now being included in the capital projects section. It was suggested that the information shown elsewhere should be an operations update. Leadership Planning Team Meeting March 12, 2018 Page 4 of 4 • The information on City records was appreciated. It was noted that a budgeting for outcomes offer is planned. It was suggested that a copy of the memo be sent to the citizen who mentioned this during public participation. • The memorandum from the Land Conservation Stewardship Board regarding stewardship of the Meadow Springs Ranch was discussed. It was noted that its recommendation related to the location of utilities seemed premature since the analysis is not complete. Mayor Pro Tem Horak plans to follow up with the Board. Mayor Troxell noted: • He received an email requesting that the City join the Clean Air Council in their efforts. This item should be sent through the City’s normal evaluation process once a legal review has been completed. • Changes are being made in conjunction with the End Homelessness Mayor’s Challenge that may impact CDBG funds and housing vouchers for the homeless. He expects to get more information on this item today and will forward it to staff. There is a more extensive session on this item scheduled for the National League of Cities meeting this fall. Social Sustainability staff was encouraged to attend. • He met with new commissioners in Washington, D.C. on Saturday as part of NLC activities. One of them joined him at the table during the Transportation Infrastructure Committee meeting. • He will be participating today as part of a Broadband panel, telling our local story at NLC. He will also be included in a video that is being filmed this afternoon related to infrastructure. The meeting ended at 8:09 a.m.
