HomeMy WebLinkAboutMinutes - Read Before Packet - 2/6/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - February 5, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: February 5, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Monday, February 5, and the following summarizes the discussions that began at 7:35 a.m. February 6 Regular Meeting The February 6 meeting agenda was reviewed. Item #2: Eminent Doman – Suniga Road Improvements – Staff is asked to provide clarification on whether property owner concerns have been resolved. If not, item should be postponed to a later date. Item will need to be pulled from consent in order to postpone since this is a second reading. Item #11: City Manager’s Authority – Item will need to be pulled from consent in order to correct an error in the Code language. (This item was identified after LPT ended). Item #20: Whitewater Park Project – Item was withdrawn and moved to the February 27, 2018 Work Session to allow for further conversation around opportunities and leveraging additional funds. Staff should be prepared to discuss options for the park, as well as options for funding. The URA meeting will be canceled as this item was also withdrawn. Item #23: Lockers – There was brief discussion around the potential sources of funding. Staff should be prepared to talk about the objectives/goals that would be attached to this item if Council approves. Item #24: Pineridge Property – This item has raised questions about the appeal process outlined in the land disposal administrative policy, so Councilmembers may ask for this policy to be revisited. Six Month Calendar 1. February 27 – • 2018/2019 Budget Update – Added to the calendar. This item is intended to inform Council on several areas that will impact or influence the upcoming process. Proposed areas for discussion include: (1) Police staffing, (2) Compensation and benefits, (3) Improvements related to capital project estimates, and (4) Potential infrastructure financing. • Whitewater Park Project – Added to the calendar. Leadership Planning Team Meeting February 5, 2018 Page 2 of 4 2. March 3 – • Draft 2018 Strategic Plan – Confirmed for Saturday morning, March 3. Several key objectives will be clarified with Council as part of this meeting to ensure alignment. 3. March 27 – • Sign Code Updates – Added to the calendar. Staff is asked to follow up with Lamar to provide them with information on the direction staff is heading with this item and the reasons why. 4. April 3 – • Johnson Drive Apartments Appeal – Added to the calendar. 5. June 5 – • Historic Preservation Codes – Added to the calendar. There was some discussion about anticipated changes. It was noted that a Work Session on this item is scheduled for April 24 that will provide related clarification. 6. June 26 – • Poudre Fire Authority Annual Review – Has been moved to this date. There was some discussion about timing for this review. Staff is asked to provide a response on whether the timing for this review can be changed to the 1st quarter of each year. 7. August 14 – • Review of BFO Assumptions and Major Themes – Added to the calendar. • Strategy Map Results Review – Added to the calendar. Other Discussion Items City Clerk Coldiron noted: • She received another email related to efforts for having the National Anthem sung/played in the lower key of G-Major. She was asked to follow up with Councilmember Overbeck on this item. Assistant City Manager DiMartino noted: • Cultural Services staff will be done with research on how other jurisdictions handle requests for groups to play music at or prior to Council meetings in the next month. They will report back to Council on their findings. • The deadline for the Conrad Ball Award is approaching and, at Council’s request, staff will be nominating Judge Lane. It was suggested that staff consider preparing a video highlighting the various alternative programs the Judge has developed and implemented within the community. Staff should also reference the numerous process improvements the Judge has made, the excellence of her programs/services and her long-time tenure with the City. Leadership Planning Team Meeting February 5, 2018 Page 3 of 4 • Staff continues to work with the Lions Club to reach agreement on sponsorship and naming rights for the City Park Train. Staff is asked to clarify what the Lions Club donation is paying for and whether this provided for additional work to be done above what was originally approved by the voters. Staff is also asked to provide a rendering of proposed sponsorship signage. City Manager Darin Atteberry noted: • The Milken Institute has identified the City as the 5th best performing City in the United States based on metrics in 9 categories in growth of jobs, wages, salaries and tech output over time. • Staff from the City of Thornton have invited Council and staff to dinner to talk about joint efforts between the two organizations; they are willing to come to Fort Collins. There was support for doing this sometime after the Larimer County Commissioners hold their hearing on the Thornton pipeline. • There was conversation about sending Youth Advisory Board members to the National League of Cities conference again this year. There was support for sending a small group (3-4 members). The Mayor would like to meet with the board members prior to the conference and would like for them to report back to Council afterwards. • Council has been invited to tour the Woodward site at Drake and Lemay to see the improvements that have been made. Staff is asked to forward a meeting notice to Council. • Staff has determined that Representatives Bennett and Gardner may be able to meet with staff during the visit to Baltimore. There was interest in doing this. Staff is asked to move forward with scheduling. • Progress is being made with a resident experiencing issues with developing her property. There was brief discussion around changes occurring within development review. A staff report on overall changes will be sent to Council in the next few weeks. • CSU staff has been providing good information on the Hughes Stadium demolition; handout is attached. There was brief conversation about the deconstruction and whether the materials would be reused or sent to the landfill. Staff is asked to reach out to CSU to get more information on this. There was related discussion around any planned annexation for this property. Mayor Pro Tem Horak noted: • The Walnut Street construction has been well done; the railing is nice, the site is clean, the signage is good. This is a great example of how projects should be done. • The Whitewater Park item should go to the Council Finance Committee to talk about project and funding options. It was suggested that this occur after the Work Session that has been scheduled for February 27. • The memo from Police Services related to transient issues highlighted concerning data and raises questions about best next steps. Overall Police staffing will be discussed at the February 27 Work Session. Staff should be prepared to talk about recommendations for moving forward. Leadership Planning Team Meeting February 5, 2018 Page 4 of 4 • When letters are sent to the Mayor and Council is copied, staff is asked to notate on the letter that the Mayor will be responding so Council knows this has been done. • There needs to be improved coordination between departments, insurance companies and citizens on insurance claims. An example of a customer with a failed backflow valve was mentioned. Mayor Troxell and Mayor Pro Tem Horak commented on the following items from the February 1 packet: • Council Business Engagement Resource Kit – it was noted that the contents of this kit should be public with the exception of specific business information. Staff is asked to provide an overall plan/strategy for business engagement for the coming year. This will help Councilmembers support the plan and participate in ways that are aligned with overall efforts. Mayor Troxell noted: • Economic Health staff provided a memo last week related to business engagement. He asked that this be sent to all Councilmembers. • The Compact of Colorado Communities has recognized the City of Fort Collins with an award for Driving Fort Collins’ Clean Energy Economy. • There is an upcoming business engagement meeting for Campus West. Staff should ensure that the District Councilmember is invited and make this standard practice for these types of business engagement events. The meeting ended at 10:08 a.m.
