HomeMy WebLinkAboutMinutes - Read Before Packet - 1/16/2018 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Minutes - January 16, 2018City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: January 16, 2018 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met on Tuesday, January 16, and the following summarizes the discussions that began at 7:06 a.m. January 16 Meeting The January 16 meeting agenda was reviewed. • Citizen Participation: Lockers - It is anticipated that there will be a lot of public participation around this item at tonight’s meeting. Staff is prepared to speak to this item following citizen participation at Council’s request. Council may bring this up under Other Business for discussion and to provide additional direction. • Item #5: Eminent Domain for Suniga Road Improvements – There is some potential that this item will be pulled from the agenda for tonight’s meeting based on resident concerns that were just received. More information will be provided in tonight’s Read Before packets. • Item #10: Broadband – Information was shared on proposed Ordinance changes. If the item is pulled off of the Consent calendar at tonight’s meeting, the changes will be read into the record. Otherwise, the amendments suggested by the City Attorney will be included in the future Ordinance. • Item #14: Code Changes Relating to Natural Areas and Parks – Item is being withdrawn from tonight’s agenda. Staff is asked to provide more specifics around what these items are intended to address, more justification on why these requirements are needed and more information around the permitting process. Staff is also asked to provide information on whether there are any dedicated spots that allow slack lining and whether the Parks and Recreation Board has been involved in the discussions. • Item #19: Long Pond Wireless Telecommunications – There was discussion around the possible public hearing and related scripts. Staff is asked to provide a public memo that provides information on the alternatives that are proposed. Leadership Planning Team Meeting January 16, 2018 Page 2 of 5 • Item #20: Special Events – There was discussion about whether public outreach had been done to develop the recommendations that are coming to Council as well as events that are held in Old Town Square. Staff is asked to provide a read before memo that describes any public outreach that occurred as well as a comparison of the City permitting process versus the Downtown Development Authority (DDA) permitting process for their areas. There was also discussion about a concern the DDA has about the proposed Code language. Staff is asked to provide clarification. (Clerk Note: Due to additional concerns raised after the Leadership meeting, this item has been withdrawn from tonight’s agenda and moved to February 6.) Six Month Calendar 1. January 23 – • Community Behavioral Health – Want to make sure that focus is on the problem, not on a building. Discussion should include the process followed to this point, funding, and the differences between this item and the previous item that was brought to the voters. 2. January 30 – • Income Qualified Rate/Low Income Energy Programs – Summary should include financial implications and funding sources. 3. February 6 – • Proposed Natural Areas Land Sale – Staff is asked to bring forward a policy for discussion prior to consideration of this item. Information on past encroachments that have been authorized should be included in the information provided, as well as how many more encroachment issues are anticipated. • URA Support of Whitewater Project – Staff is asked to provide information on the split of the original funding and related rationale. There was some question as to whether all parties are paying their fair share of this additional expense. 4. April 10 – • Malcolm Baldrige events – Some Councilmembers are planning to attend the awards ceremony and conference in Baltimore. Staff will poll Councilmembers to ensure there will be a quorum for this meeting. If not, work session items will be rescheduled. 5. May 8 – • 100% Renewable Energy Study Results – Staff is asked to ensure that integration is included in the discussion. 6. May 22 – • Mid-Year Evaluations: A Councilmember will be out of town on this date. Staff is asked to reschedule. Leadership Planning Team Meeting January 16, 2018 Page 3 of 5 Other Discussion Items City Clerk Coldiron noted: • A request was received to have a 3-4 minute slide presentation that was given at the Human Relations Commission (HRC) on FoCo Speaks Out shown at a Council Meeting. Staff is asked to work with the staff liaison for the HRC to arrange to have this done as part of citizen participation. Deputy City Manager Mihelich noted: • He received information from Utilities staff related to the CSU renewable project. He noted that City staff is integrally involved in the process and that PRPA and the City would continue to be involved in any additional renewable solutions, at least for the main campus. There was brief discussion about the Foothills campus. City Manager Darin Atteberry noted: • He and the Mayor attended a Citizen of the West Ceremony honoring Tony Frank. He stated that it was a good event with 1,000 or more people attending. Fort Collins was noted as well as Dr. Frank. The State of Colorado and the City of Denver have both done proclamations related to this event. City staff is asked to put together a proclamation from Fort Collins. • Visitors from the University of Arizona were in Fort Collins yesterday to learn more about our eco system efforts. • He has hired Dawn Burgess as his new Executive Administrative Assistant. She starts with the City on January 29. • The Lincoln Center has an exhibit on mental health issues underway. It is a participatory exhibit where people are sharing thoughts about sensitive topics. It also includes a series of videos and lectures to help people process these difficult scenarios. • A sink hole on Lemay near Horsetooth Road will be repaired when the construction seasons begins. It will include a full closure of Lemay next to the golf course for 3-4 weeks. Mayor Pro Tem Horak noted: • He was interested in an update on staff efforts related to the Corps. City Manager Atteberry has a call with the Colonel tomorrow and will provide an update. • He met with the Avery Park Steering Committee: o Pedestrian Model – Staff is asked to provide an update on this and what the upcoming priorities are. Staff is also asked to provide information on whether accidents/deaths are part of the analysis and to include any logic chart that may have been developed. Leadership Planning Team Meeting January 16, 2018 Page 4 of 5 o Neighborhood Park – Residents are extremely happy with the improvements that were made; they have done what it was intended to – bring people together. They now call it Pumpkin Park due to the orange/green colors. o Street Sweeping – Staff is asked to provide information on what the most effective technique or method is to get vehicles removed in preparation for street sweeping, as well as describe what the City does. What are best practices for this? o Nuisance Ordinance – There was discussion around the need for additional enforcement options. Deputy City Manager Mihelich reported that staff is working on possible code amendments to address problem properties and an update memo will be forwarded shortly. Staff is asked to include information about problems with repeat offending properties and to consider possible options for making this information available to the public on an ongoing basis. • He was interested in whether alternative sentencing for things such as noise, parties, open containers, etc., could include neighborhood clean ups. Staff is asked to provide a response on this, as well as a report on what the alternative sentences have been for these types of tickets. Mayor Troxell and Mayor Pro Tem Horak commented on the following items from the January 11 packet: • The response on the Thornton Pipeline issue was very well done and factual. • Staff is asked for additional follow up regarding the Reasonable Accommodation process and whether additional review steps are recommended. • The memo on Oil and Gas provided a lot of good information and was very representative of the City’s situation/stance. Staff is asked to ensure that this is posted on the City’s website. • Additional work to ensure consistency in formatting was requested for the City Manager Update. Staff is also asked to add a Community Dashboard feature segment. Mayor Troxell noted: • He received an email from visitors driving to Phoenix whose car broke down on I-25. They were towed to McCormick Auto Center and stayed in the Quality Inn. They were impressed by the staff of both entities and with how well they presented themselves as ambassadors for our community. They also had time to ride MAX and said they had great experiences with this as well. • He is getting a number of interview requests related to Broadband; there is a lot of interest around this. NPR was the latest one he participated in. Staff is asked to get a session on Broadband put together for the upcoming CML conference. It was noted that staff is working on a memo regarding net neutrality that will be available soon. • He was asked to sign something for the Clean Power Plan and was surprised that it did not mention anything about PRPA. • He has been talking to schools about the State of the City; this year’s event will include messages from our youth. Leadership Planning Team Meeting January 16, 2018 Page 5 of 5 • He was contacted by Metro Net about their services. He wondered if this would be helpful with the City’s Broadband efforts. The meeting ended at 9:24 a.m.
