HomeMy WebLinkAboutReport - Read Before Packet - 12/27/2017 - Power Point Slides For Special Meeting Item - 2018 Collective Bargaining Contract2018 Collective Bargaining Contract 1 December 27, 2017 Contract Status Dec. 19 – Council directs parties back to the table Dec. 21 – Parties reach tentative agreement on one-year contract Dec. 23 – FOP members ratify contract; 84% yes to16% no 2 Retiree Medical Total Compensation Committee - solidifies scope, process, and who participates 3 Retiree Medical Anticipated Cost Add .25% to Retirement Health Savings (RHS) $50,000 annually Convert 10% of sick leave balance at year end to RHS $80,000 (up to $120,000) annually $50k stipend to those who retire in 2018 (age 55 & 20 years of service) $150,000 (up to $450,000) one-time $15k stipend to those who are permanently disabled $15k every two – three years Retirement & Compensation Retirement Anticipated Cost Add .5% to 401 - (11.5% total contribution to 401/457) $120,000 4 Compensation Anticipated Cost Salary increases halfway between 4 & 5 ranking TBD If salaries for BU members are lower than what is budgeted for the rest of the City based on formula, BU members receive equivalent to budget average for other City employees TBD Other Contract Provisions • Uniforms & Equipment – added purchase of Level 3A body armor at Agency expense & changed boot reimbursement from $80/year to $160 every other year • Grievance hearings – limits the number of employee representatives that may present information to a grievance hearing officer 5 Looking Ahead If Council ratifies, new contract goes into effect on Jan. 1, 2018 Total Compensation Committee Q1, 2018 – Launch meetings/RFI process Q2, 2018 – Issues RFP for Retiree Medical Options By Aug. 1– Present option to Council Finance Committee Bargaining for 2019-2021 contract By May 1- FOP notifies City of intent to bargain Review lessons learned during this process & consider process adjustments 6
