Consider an amendment to the existing IGA with CDOT for the I-25 Corridor construction
project and appropriate funding for the project. This amendment specifically addresses the
City’s cost share for the construction of the Prospect Interchange, including urban design. Staff
will also bring an IGA with Town of Timnath, and a Developer Repay Agreement with
interchange property owners.

Fort Collins Utilities is the first community with natural gas only service to participate in Xcel
Energy’s Partners in Energy Program. This partnership is developing new ways to collaborate,
providing benefits to customers and to both organizations. The program is coordinating
opportunities for expanded data analytics, joint program offerings and shared communications.

we go from here?
Update and discuss with City Council information about the Larimer County Behavioral Health
Center Initiative, including where we are now, where we are headed, and how the City can
work with Larimer County on this issue.
Laurie Stolen, Behavioral Health Project Director with Larimer County, will lead the
discussion along with City staff.

North I-25 Express Lanes Project Update -
CP
Provide an update to the planned improvements to the I-25 Corridor between SH-14 (Mulberry)
and SH-402 (Loveland) beginning construction in spring 2018. Presentation will be made by
City staff and Colorado Department of Transportation (CDOT) project staff. City staff will
also highlight the latest status of the Prospect Interchange component of the overall
project, to include the financial partnership with the Town of Timnath and the local
property owners to fund approximately $19M in construction costs for the Interchange
and urban design. An existing IGA with CDOT provides $2.25M in budgeted City
funds ($1.125M each year in 2017-2018) that covers our “local match” contribution to
the overall $237M Corridor project, and an amendment to the IGA would include the
$19M in Interchange and urban design costs. Projected approval of the amendment is
by end of Dec 2017. Additionally, City staff can provide an update regarding ongoing
efforts to secure funding to complete the corridor improvements south to SH-66.

and information to benefit both individuals and the business community.

100% Renewable Energy Study Results
and Solar Business Model Review - CP
Provide current status and planning efforts regarding renewable energy and distributed
generation. Staff will present regarding renewable energy, including Platte River’s modeling of
100% net-zero carbon renewable energy scenarios, Utilities planning for distributed resources,
customer pledges for meeting renewable energy goals, potential impacts on and alignment with
CAP goals and planning next steps in alignment with both the Climate Action Plan and Energy
Policy goals. Staff will also present regarding distributed solar business models, including short
and long-term financial impacts of options including rebates with net metering, feed-in tariffs
and utility ownership with rooftop leasing.
Environmental Health-4.5 Work towards long-term net zero energy goals within the
community and the City organization using a systems approach.
Outdoor Residential Burning - CP
Seek direction from Council regarding air quality concerns from outdoor residential fires
within City limits. Staff will present an overview of current status, a preliminary assessment of
potential options and considerations, and potential public engagement approaches.
Environmental Health-4.4 Implement indoor and outdoor air quality improvement
initiatives.
City Plan Update - CP Update Council on the evaluation and findings of a City Plan “report card” detailing the
implementation or outcomes from existing City Plan visions, goals, and policies. The report
card will be used to help establish a baseline to understand how existing Plan elements will
shape what the community looks and feels like over the next 10 to 20 years.

New Fort Collins Stormwater Criteria Manual and Low
Impact Development (LID) Implementation Manual
(consent)
Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.
Safe Community-5.5 - Protect life and property with natural and attractive flood
mitigation facilities
Status: Staff is working on a technical review of construction erosion control measures as well
as a gap analysis between the manual, the Municipal Separate Storm Sewer System Permit
Requirements and State Construction Permit Requirements and will determine the scope of any
changes needed. Staff is also coordinating with the CPIO office to develop and execute
additional public outreach strategies as appropriate. Staff plans to provide another update no
later than March 1, 2018.
