HomeMy WebLinkAboutMinutes - Read Before Packet - 12/5/2017 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - December 4, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: December 4, 2017 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell (by phone), Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, City Attorney Carrie Daggett, Assistant City Manager Kelly DiMartino and City Clerk Delynn Coldiron met on Monday, December 4, and the following summarizes the discussions that began at 7:32 a.m. December 5, 2017 Regular Meeting The December 5 meeting agenda was reviewed. Item #2: Small Cell and Other Communication Facility Installations: It is expected that a Councilmember will pull this item from the Consent calendar. Staff is asked to prepare a short presentation that answers the concerns we have received. URA: There was brief discussion on the changes that were made. Staff is asked to make sure the changes get incorporated into our normal process to avoid future delays from occurring. It was noted that the appeal for the 4406 Seneca Group Home had been withdrawn. Six Month Calendar 1. December 12 – • Discussion on Compatibility and Character Code Updates was changed to 1 hour. • City Plan Update has been moved to February 13, 2018. 2. December 13 – • Montava Project : This item will be taped to enable the live broadcast of a joint public hearing with the Board of County Commissioners and Planning Commission that was previously scheduled. The Montava Project item will be scheduled for a later broadcast and available on demand. Detail on broadcast schedules and the link for on demand will be provided on the City’s webpage. 3. December 19 – • Boxelder IGA: An item with a proposed motion directing the City Manager to make a payment to Boxelder Stormwater Authority should be added. Leadership Planning Team Meeting December 4, 2017 Page 2 of 4 4. December 26 – • Work Session has been tentatively canceled. The Leadership Planning Team meeting will be held at 7:30 a.m. 5. January 2 – • Broadband Appropriation: It is anticipated that code changes will be coming forward at the same time. 6. January 9 – • Citizen Survey item will be added to the Agenda. 7. March 13 – • The National League of Cities Congressional City Conference will be occurring during this week. Staff is asked to confirm the Councilmembers who will be attending. It is likely this work session will be canceled. 8. Need to add a work session item regarding Low Income Programs and Rates to the calendar. This item should be added to the unscheduled items if the work session date is uncertain. Other Discussion Items Assistant City Manager DiMartino noted: • A “No Toll” Facebook group has been created; it contains 194 members. They are encouraging people to rate the City’s Facebook page low (1 star) due to the toll controversy. • Staff is creating an advisory group to work on developing the scope for the Occupancy Study. Representatives from the Board of Realtors, CSU, ASCSU and from the Rolland Moore, Mantz, Sheeley, and Avery Park neighborhoods are being asked to participate. If there are additional neighborhoods that should be included, please let staff know. • Staff is conducting two meetings with FOP members. Approximately 60 people were in attendance last week, and a second meeting is scheduled for this Wednesday. Both parties have agreed to resume bargaining on December 8. Efforts are on track to meet the December 19 Council date. Deputy City Manager Mihelich noted: • There is some conflict within the Human Relations Commission. Training has been scheduled for commission members in February 2018 which is expected to help; however, there are some items that need to be addressed more immediately. Staff is asked to schedule a meeting with the Mayor, the Board Chair, and Councilmember Overbeck, the Commission Liaison. City Manager Atteberry noted: • The CSU Economic Impact Study is done and has been covered in recent news articles. He has a copy for anyone who is interested. Leadership Planning Team Meeting December 4, 2017 Page 3 of 4 • A request was received for a proclamation for Pollinator Awareness Month. Staff is asked to follow up on this item. • The Police Chief position posted on December 1. He expects to have a list of finalists in early February 2018 and to start the public process in late February. • He received an email about outreach on electric rate changes and related timing. This item was briefly discussed. It was noted that Denver Water has a very methodical way of outreach that is highly inclusive of all groups. Staff is asked to reach out to them to learn more about their process. • Concerns continue to be received on the TOU and tiered electric rates. Staff is asked to review the issues and do some in-depth analysis around financial impacts, differentials (especially at peak), impact to all-electric consumers, etc. A concise list of concerns will be developed and provided to staff to assist with this. It was suggested that an independent consultant could be used for this review. Mayor Pro Tem Horak noted: • A letter received from Eric Brodell, MPH, the Western Regional Director of the Preventing Tobacco Addiction Foundation. Staff is asked to prepare a response for the Mayor. • A letter received from Board members of the Foothills Gateway requesting additional Transfort fixed routes and Dial-A-Ride services. Staff is asked to ensure this gets included as part of upcoming budget efforts. It was also noted that other funding partners, such as the County, should be explored for any services provided outside of City limits. • Councilmembers are not currently included in recognition for length of service along with employees. Staff is asked to explore ways to enhance Council recognition. Mayor Pro Tem Horak commented on the following items from the November 30 packet: • Poudre River item: It was noted that there is a pending SAR that is related and addresses the current Thornton plan. There was a question about the 1041 hearing and whether we know when this commissioner’s hearing is. Staff is asked to provide an update to Council on this. • I-25 Item: It was noted that Mayor Pro Tem Horak had a meeting with Tom Donnelly and Dave Clark to discuss regional transportation issues. He noted that establishing a working group to discuss regional efforts, funding and transit concerns should be explored. Funding ideas include extending the I-25 mill levy and/or potentially seeking a new tax. He added that this effort would bring great benefit and could coalesce Northern Colorado. Mayor Troxell noted: • He had received several emails related to the construction on Walnut Street and asked for an update. Staff is asked to have a broader discussion around this item and develop a policy that can be used when capital projects impact business that ensure consistency across projects and across departments. It was noted that project managers and contractors need to be very sensitive to the impacts that are being Leadership Planning Team Meeting December 4, 2017 Page 4 of 4 created, especially when there are delays, etc. Involvement of the DBA, DDA and BIDs were also discussed. Staff is asked to come back to Council with a recommendation on how to proceed. • He received a request from David Thompson of UR Bikes who is interested in bringing his business to Fort Collins. Staff is asked to set up a meeting with David Thompson, the City Manager, and FC Moves staff to discuss and report back to the Mayor. • Next Tuesday the City is hosting non-profits who are coming together related to social return on investment. The meeting ended at 9:10 a.m.
