RE: Battery Storage Pilot Project - LPT November 20, 2017 Minutes
The purpose of this memo is to:
1) Respond to a request from the November 20 LPT meeting; and
2) Provide additional information on the battery storage pilot project based on an email
dated November 20 from Mayor Troxell.
Summary:
Question - Staff was asked to research whether the 215 N. Mason building could be included in
the battery storage pilot project.
Response: Staff is investigating the electrical configuration between the two buildings
(222 Laporte and 215 N. Mason) to determine the viability of coordination of additional
use cases for the battery storage pilot. This addition is not likely to change the size or
type of battery, but may impact the required controls and communications.
Comment (Mayor Troxell) - The size of battery does not need to change or be increased to
demonstrate the benefit of active energy storage. A pilot should show the benefit of active
management that Spirae technology can provide without 1:1 energy to storage. In doing so, the
pilot can demonstrate the disruption that actively managed Distributed Energy Resources (DER)
can provide over bulk supply, renewable or not.
Response: Staff agrees that the size of battery will not need to change in order for the
pilot to demonstrate the benefits of electrical storage. The battery storage pilot will
improve understanding for a range of use cases for commercial and residential
integration of solar plus storage, including technical requirements, interconnection
details, dispatchable options, price responsiveness, programmatic needs and policy
objectives. Utilities anticipates battery storage to be an essential component of long-term
solutions. Thus, the battery storage pilot project will support this direction with modest

resources in advance of future commitments for more comprehensive solutions as part of
the budget for outcomes process.
