RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, City Attorney Carrie Daggett, Assistant City Manager Kelly DiMartino and City Clerk Delynn Coldiron met
on Monday, November 27, and the following summarizes the discussions that began at 7:30 a.m.
November 28, 2017 Adjourned Regular Meeting and Work Session
The November 28 meeting agendas were reviewed.
Adjourned Meeting - No Comments.
Work Session:
Item #1 - Broadband: There was discussion around governance and the role of City Council. It was noted that
an interface between City Council/City Management and the governing body for this initiative will be important
and clarity is needed around related requirements. Staff is asked to provide information on the different models
that have been explored, who has used them and the advantages and disadvantages of each.
Item #2 - Metropolitan Districts: It was noted that slide 7 has some words cut off.
December 5, 2017 Meeting Agenda
The December 5, 2017 draft meeting agenda was reviewed.
Small Cell and Other Communication Facility Installations: It was noted that an email had been received from a
resident talking about Radio-Frequency (RF) radiation. Staff is asked to provide feedback on whether RFs can be
measured. It was also noted that some minor adjustments have been made to the Ordinance which will be
covered under agenda review.
Ordinances setting the compensation of the City Manager, Chief Judge and City Attorney, were moved to
December 19, 2017, to allow for Council discussion. An executive session on December 12, 2017 was mentioned
as a possible date.
4406 Seneca Street Group Home Appeal: It was noted that the applicant may apply for a reasonable
accommodation under the Land Use Code changes recently adopted and in that case would likely ask for this
item to be delayed. More information is expected soon.

Six Month Calendar
1. December 12 –
• A possible executive session to discuss compensation for the City Manager, Municipal Judge and
City Attorney should be added as an adjourned meeting item.
• An item related to the Boxelder Basin Regional Stormwater Authority IGA should be added as an
adjourned meeting item for December 12, if the item will not be ready for the meeting on the
5th. Discussion regarding a related item should stay on the December 19 agenda as well.
2. December 13 –
• Montava Project : Notification was discussed. Staff is asked to ensure that mailed notices are
provided similar to what is typically done for development review projects. As well, staff should
place this item on the City’s home web page and utilize social media to get the word out to
residents.
3. December 19 –
• Lease to Hageman Earth Cycle: It was noted that details continue to be worked on and that a
delay of this item could occur but is not expected.
4. January 23 –
• Affordable Housing Capital Fund : There is some confusion about this item. Staff is asked to
schedule a meeting with Mayor Pro Tem Horak to further discuss.
5. February 6 –
• Pay Plan Approval: Staff is asked to provide a Thursday packet memo in advance of the agenda
item providing an overview of the annual pay plan process and related activities.
6. February 13 –
• Outdoor Residential Burning: There was discussion about what is currently allowed to be
burned. Staff is asked to provide a memo prior to the work session to frame and provide more
detail about this item.
7. Need to add a work session item regarding Low Income Programs and Rates to the calendar.
Other Discussion Items
Deputy City Manager Mihelich noted:
• Investigations are occurring for over-occupancy conditions in cases recently encountered by Poudre Fire
Authority and Police. Staff is asked to follow up and develop a process for first responders and Police, or
other staff who become aware of over-occupancy conditions, to get this information to Code Compliance.
• Staff has responded to the SAR related to bus activity on Trilby. He noted that buses do travel on Trilby
but only to get to the Transfort facility.

City Manager Atteberry noted:
• Downtown lockers are becoming more of an issue of public concern; lots of emails are being received.
There will be another neighborhood meeting regarding this in the next 1-2 weeks. Once the meeting has
occurred, staff will provide Council with a recommendation on whether this item should move forward.
Staff is asked to include information on the issues that make this item challenging and should provide a
copy of the recommendation to the Pastor of the Mennonite Church, and others who have been involved,
at the same time Council is provided with the same.
• Development Review processes are being re-engineered. He added that the changes are expected to
increase predictability and reliability. He will provide more information to Council during upcoming 1 x 1
meetings. No policy changes are being recommended at this time.
Mayor Pro Tem Horak noted:
• An email received from a resident expressing his appreciation of the City’s and CSU’s efforts related to
game days and related events.
• An email received from a resident asking about the status of efforts to increase water being placed into
the Poudre River. Staff is asked to provide an update on the collaborative work that has occurred
related to this, including plans if no water is diverted from the river.
• He received another request from Curt Reynolds about ongoing code compliance issues. Staff is asked
to meet with this resident to review his concerns and some specific recommendations he has to address
these items.
Mayor Pro Tem Horak commented on the following items from the November 22 packet:
• The Emerald Ash Borer pamphlet was well done; he liked the proactive awareness. It was noted that
the text is hard to read with the picture behind it and staff was encouraged to make readability a
priority for all designs.
• The memo received from staff on developments that have occurred over the past five years near rivers
and major streams had a lot of good information and was done in response to a request received from
Councilmember Cunniff.
Mayor Troxell noted:
• He received an email from the President of the Board of Foothills Gateway stating concerns about Dial-
A-Ride services. He would like to see Dial-A-Ride services provided throughout the City. A SAR will be
created and staff is asked to provide a response that includes how much money would be necessary to
provide the services requested.
