Gertig, Utilities Executive Director RE: Renewable Energy Goals and Distributed Solar Business Models Follow-up This memo is in response to the September 19 City Council meeting, where Council requested additional information during the agenda item “Other Business” related to renewable energy goals and distributed solar business models. Bottom Line To adequately address the details that provide both the current status and planning efforts regarding renewable energy and distributed generation, Utilities staff suggests these two items be scheduled together as a Council Work Session item in first quarter 2018. Background 1. Renewables This item would cover policies, an update on current planning efforts and community interest in expanding the amount of renewable energy including:  Platte River’s modeling of 100% net-zero carbon renewable energy scenarios  Fort Collins Utilities planning for distributed resources  Customer pledges for meeting renewable energy goals (e.g. CSU and AB-Inbev)  Potential impacts on and alignment with CAP goals  Planning next steps in alignment with both the Climate Action Plan and Energy Policy goals 2. Distributed Solar Business Models This item would review options for implementing distributed renewable systems for homes and businesses. The review will compare the short and long-term financial impacts of these options from various perspectives such as individual customers and ratepayers, the electric distribution system and Platte River. The business model options would include rebates with net metering, feed-in tariffs and utility ownership with rooftop leasing.
