RE: Progress on Residential Parking Permit Program (RP3) Zone Expansions
The purpose of this memo is to update Council on the status of recent RP3 zone expansion
requests. The term “expansion” refers to extensions of existing RP3 zones; no new RP3 zones
have been requested at this time. This memo is informational only to help address potential
questions from constituents.
Background
In response to petitions from neighborhood residents, the RP3 process was initiated for
expansions to three existing RP3 zones: Zone 6 (Old Fort Collins High School), Zone 7 (Old
Town West), and Zone 8 (University East). To provide some context to the affected RP3 zones,
a series of maps are attached showing existing block faces where enforcement currently occurs
(orange) and block faces where expanded enforcement is proposed to occur in the near future
(blue). The fuchsia colored lines (labeled as “optional”) indicate block faces that could, in the
short term, be included in the zone if a vote is requested by those blocks.
Status of Expansions
Zone 6 – Old Fort Collins High School Expansion – vote in progress
• See map labeled “Residential Parking Permit Program (RP3) Zone 6 and Proposed
Extensions”. Blue lines show block faces to be included in enforcement area.
• 9 block faces would be added to enforcement area.
• 52 properties and 49 unique property owners affected.
• Petition received and neighborhood meeting held on July 26, 2017.
• Neighborhood information and ballots sent out early August.
• Final vote due October 20.

Zone 7 – Old Town West Expansions
• Two expansions are in progress.
• See map labeled “Residential Parking Permit Program (RP3) Zone 7 and Proposed
Extensions”. Blue lines show block faces to be included in enforcement area.
• First expansion – approved, awaiting implementation
o 10 block faces will be added to enforcement area.
o 61 properties and 51 unique property owners affected.
o Petition received and neighborhood meeting held on July 25, 2017.
o Neighborhood vote in September resulted in approval of the expansion (63% of
eligible voters cast ballots, and 66% voted in favor of the program to be
extended).
o Letters notifying residents of implementation dates were sent out the week of
October 2, 2017.
o Parking restriction signs will be placed no later than November 3, 2017.
o Enforcement will begin the week of November 6, 2017.
• Second expansion – approved, awaiting implementation
o Expansion includes only the 700 block of West Olive Street.
o 2 block faces could be added to enforcement area.
o 9 properties and 9 property owners affected.
o A petition was received and neighborhood meeting held on July 25, 2017.
o Neighborhood vote in October resulted in approval of the expansion (67% of
eligible voters cast ballots, and 83% voted in favor of the program to be
extended).
o Letters notifying residents of implementation dates were sent out the week of
October 16, 2017.
o Parking restriction signs will be placed no later than November 3, 2017.
o Enforcement will begin the week of November 6, 2017.
Zone 8 – University East Expansion - approved, awaiting implementation
• See map labeled “Residential Parking Permit Program (RP3) Zone 8 and Proposed
Extensions”. Blue lines show block faces to be included in enforcement area.
• Neighborhood petition received and a neighborhood meeting held on July 26, 2017.
• Neighborhood vote in September resulted in approval of the expansion (65% of eligible
voters cast ballots and 71% voted in favor of the program to be extended).
• Letters notifying residents of implementation dates were sent out the week of October 2,
2017.
• Signs will be placed no later than November 3, 2017
• Enforcement will begin the week of November 6, 2017
