Approve the 2018 utility rate adjustments consistent with the 2018 Appropriations. The water
and wastewater rates will reflect the updated cost of service studies. The electric rates will
include the TOU rate changes to be effective October 1, 2018.

community and water-dependent businesses. Maintain electric utility systems,
services, infrastructure integrity and stable, competitive rates.

Manual and Low Impact Development
(LID) Implementation Manual (consent)
Replace the previously adopted “Fort Collins Amendments to the Urban Drainage and Flood
Control District Criteria Manual” with an updated format to a stand-alone manual that
incorporates all key design requirements and will more effectively communicate the criteria
specific for Fort Collins and its GMA. The LID Manual will aid in improving current LID
practices in Fort Collins and to help streamline compliance with City regulations. This LID
Implementation Manual will become a technical addendum to the Stormwater Criteria Manual.

construction of the I-25 and Prospect
Interchange
Consider an amendment to the existing IGA with CDOT for the I-25 Corridor construction
project and appropriate funding for the project. This amendment specifically addresses the
City’s cost share for the construction of the Prospect Interchange, including urban design. Staff
will also bring an IGA with Town of Timnath, and a Developer Repay Agreement with
interchange property owners.

Community Behavioral Health-where do
we go from here?
Update and discuss with City Council information about the Larimer County Behavioral Health
Center Initiative, including where we are now, where we are headed, and how the City can
work with Larimer County on this issue.
Laurie Stolen, Behavioral Health Project Director with Larimer County, will lead the
discussion along with City staff.
Neighborhood Livability & Social Health-1.2 Leverage and improve collaboration
with other agencies to address homelessness, poverty issues and other high priority
human service needs.
Status: Waiting for the County to give us a date on when they are ready to present.
Expected Council Date: Unknown.
North I-25 Express Lanes Project Update Provide an update to the planned improvements to the I-25 Corridor between SH-14 (Mulberry)
and SH-402 (Loveland) beginning construction in spring 2018. Presentation will be made byy
Colorado Department of Transportation (CDOT) project staff and City staff.
Transportation- 6.4 Improve traffic flow for all modes of transporting people, goods
and information to benefit both individuals and the business community.

100% Renewable Energy Study Results
and Solar Business Model Review
provide current status and planning efforts regarding renewable energy and distributed
generation. Staff will present regarding renewable energy, including Platte River’s modeling of
100% net-zero carbon renewable energy scenarios, Utilities planning for distributed resources,
customer pledges for meeting renewable energy goals, potential impacts on and alignment with
CAP goals and planning next steps in alignment with both the Climate Action Plan and Energy
Policy goals. Staff will also present regarding distributed solar business models, including short
and long-term financial impacts of options including rebates with net metering, feed-in tariffs
and utility ownership with rooftop leasing.

Consider funding a study to determine the effectiveness of the occupancy ordinance over the
last 10 years.

neighborhoods through City services, innovative enforcement techniques and voluntary
compliance with City codes and regulations.
Status: Funding for this topic will be considered as part of the 2018 budget process. Should
the study be funded, staff will schedule a work session.

Authorizing the Conveyance of a Portion of City-Owned
Property at Running Deer Natural Area to Big Foot
Properties, LLC.
Consider the proposed lease or sale of approximately 11.85 acres of land to Big Foot Properties,
LLC, (Roger Hageman, Hageman Earth Cycle (HEC)).
Environmental Health-4.6 Work towards long term zero waste goals within the
community and the City organization.
Status: Staff is preparing a draft long term lease for Roger Hageman to review. Staff is
optimistically hoping to take the lease to the Land Conservation and Stewardship Board in
November for a recommendation.
