HomeMy WebLinkAboutMinutes - Read Before Packet - 10/24/2017 - Memorandum From Delynn Coldiron Re: Leadership Planning Team Meeting Minutes - October 23, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 23, 2017 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry (call in), Deputy City Manager Jeff Mihelich (call in), City Attorney Carrie Daggett, Assistant City Manager Wendy Williams and City Clerk Delynn Coldiron met on Monday, October 23, and the following summarizes the discussions that began at 7:35 a.m. October 24, 2017 Work Session The October 24 meeting agenda was reviewed. For Item #1, Community Services 2018 Mid-Year Budget Cycle Appropriation Requests, there was discussion around the need to have accurate estimates for capital projects in budget requests and to verify actual costs once a project is complete. For Item #3, Metropolitan District Policy Changes, staff should be prepared to talk about the experiences of other Front Range municipalities (Johnstown, Loveland, Timnath, Windsor) as to how their metro districts have performed, lessons learned, policy outcomes, etc. It was also noted that this might be a relevant conference topic for the Colorado Municipal League. November 7, 2017 Regular Meeting The November 7 draft meeting agenda was reviewed. Authorizing Eminent Domain for Part of the Fossil Creek Trail System: It was noted that it should be made clear that the HOA has been cooperating in connection with this item. Staff is asked to work with the City Attorney’s office to ensure this. Annual Appropriations for the Downtown Development Authority: Staff is asked to provide a memo to Council giving an update on current efforts, accomplishments, and noting any concerns. It was suggested that a Council report on this item might be advisable as well. Collective bargaining efforts for both Police and Poudre Fire Authority were discussed. Staff will provide updated information to Council regarding Police negotiations prior to Council’s related discussions. It was suggested that City staff have an opportunity to review the PFA bargaining agreement in order to advise the City’s representatives on the PFA Board. Staff will follow up on that request. Leadership Planning Team Meeting October 23, 2017 Page 2 of 3 Six Month Calendar 1. November 21 Regular Meeting – Long Pond Wireless Telecommunications Facility discussion item was added. 2. November 28 Work Session - Affordable Housing Capital Funds item was moved to “Unscheduled Items.” Staff will provide a memo to Council outlining direction received from the Council Finance Committee. 3. December 5 Regular Meeting – A potential discussion item: IGA with the Town of Wellington, Larimer County and Boxelder Sanitation District was discussed. It was noted that a substantial update is needed and will be provided to Council before this item is scheduled. 4. January 23 Work Session – Community Behavioral Health item was added. Other Discussion Items City Clerk Coldiron noted: • A request has been received from a CDOT representative to provide Council with an update on the North I-25 Express Lane from Johnstown to Fort Collins. After discussion, the item was scheduled for the January 23 work session. City staff is asked to take the lead with CDOT staff supporting as needed. Staff is asked to provide an overview of local efforts as well as a more general update on the overall project, any grant awards received, etc. City Manager Atteberry noted: • Transient camping and related patrols and cleanups along the river have become serious issues. There is concern regarding the scope of appropriate staff activities and safety. Staff is working on recommendations for potential solutions and is evaluating options going forward. • He received a letter from County Manager Linda Hoffman related to mental health issues. Staff will be forwarding a copy of this letter, together with an attached summary paper, to Council. • He is working with staff on special events related to Boards and Commissions. It was noted that these types of events should be coordinated to ensure a standardized approach, with a checklist of such things as transit, budget, location, etc., before approval. • He has hired Jolene Dolan as his new Executive Administrative Assistant. She will be starting on November 1. Mayor Pro Tem Horak noted: • He requested an update on the Whitewater Park specifically related to the permitting process. Staff is asked to identify a point of contact who can work with the Corps of Engineers on a regular basis for this and other projects. Leadership Planning Team Meeting October 23, 2017 Page 3 of 3 Mayor Pro Tem Horak commented on the following items from the October 19 Thursday packet: • Contacts with homeless/transient is trending much higher than in previous years. Staff noted that this is likely due to the more direct approach being taken. • He would like to ensure all Councilmembers have opportunities to get involved with the business listening sessions. Staff will follow up on this item. • The numbers are down related to traffic stops. Staff reported that this is due to changes in priorities that have occurred based on community need. Shifts to address neighborhood quality issues, i.e., noise and party control, as well as higher occurrences of accidents and homicide/suicide cases, were noted as examples of reasons officers are diverted from traffic enforcement. A cap on overtime has also had an impact on this. • At the Natural Areas 25th Anniversary event there should be some mention of past efforts, prior to this specific tax, that honors the history of the natural area work that has been done.
