For Item #7, Eminent Domain Proceedings related to the Fossil Creek Trail System, staff is asked to provide information to Council about any issues, if any, that have surfaced. For Items #8-11, Initiation of Annexation Proceedings for the Water Treatment Facility, staff is asked to provide information to Council about whether property owners along the perimeter have been notified of these proceedings as well as related notification processes. For the staff report on the Summer Ozone Season, it was noted that the procurement of electric lawn and garden equipment would be a good thing to highlight as part of this. For Item #12, the Long Pond Wireless Telecommunications Facility, staff is asked to provide information on why the silo is recommended to be 60’ to 45’ in height, what the impact would be if the silo was less than 45’, why a silo was chosen, and a description of construction materials to be used. Staff is also asked to provide a graphic or map that shows the difference in coverage at different silo heights. Six Month Calendar 1. October 24 Work Session – Oil & Gas – item was removed. 2. October 24 Work Session – Order of Meeting is as follows: 1) Funding for Eastside Community Park Site Improvements, East District Maintenance Facility and Natural Areas Shop Expansion, 2) Lemay and Vine Project Update and 3) Metropolitan District Policy Changes. 3. October 31, 5th Tuesday will not be used. Leadership Planning Team Meeting October 16, 2017 Page 2 of 4 Other Discussion Items City Clerk Coldiron noted: • Requests have been received for proclamations for Ernest Health and the Fort Collins Museum of Discovery. The Mayor was in support of both. • An issue committee has formed in opposition to Broadband. • Boards and Commissions recruitment is underway; Councilmembers will be scheduled for interviews soon. Deputy City Manager Mihelich noted: • The 4406 Seneca Group Home appeal has scheduled for December 5, 2017. The appeal was filed by the developer of the project in response to the Planning & Zoning Board’s denial. Various project specifics were discussed. • The Eminent Domain Study has been received and is being reviewed by staff. The report will be provided to Council and others once the review is complete. • Reviews continue after CSU Game Days. According to Neighborhood Services and Police staff, there were no problems in the adjacent neighborhoods related to noise and/or parties. Towing continued as planned. The MAX continues to be busy; it was full starting around 4:30 p.m. although the game did not start until 8:15 p.m. There was discussion around the need to increase education and outreach efforts regarding illegal parking to minimize the need for towing resulting in a negative game day experience. City Manager Atteberry noted: • He received a letter from Tony Frank regarding Broadband. He will be sending this along to Council together with any other correspondence he receives on this item. • He received an update from Paul Thibert, a Recreation Supervisor from EPIC, who stated that the skating event held over the weekend was very successful. There were over 500 skaters and well-known coaches from many states who attended. • He and staff have reached out to the various entities regarding the U+2 Study. CSU has stated that they are willing to participate. The Board of Realtors and ASCSU are both at decision points and will inform us in the next couple of weeks about their plans. • There was an article in the newspaper about the Drug Task Force, recovered funds, and the appropriate use of those funds. Discussions with Chief Jones and others are underway. Staff will report back on this item. Leadership Planning Team Meeting October 16, 2017 Page 3 of 4 • Natural Areas has two things coming up related to its 25th Anniversary: 1) a proclamation that will be presented at one of the November meetings, and 2) an event in January. Staff is asked to confirm both of these items and to ensure that the Mayor gets scheduled for the January event. • Staff has been informed that the new Commander of the Corps of Engineers, John Hudson, has requested a meeting regarding Halligan. City Manager Atteberry and Mayor Pro Tem Horak will attend. More information will be provided as it becomes available. It was noted that staff should continue efforts with the Denver office as previously discussed. • Work on Woodbridge Crossing is part of a coordinated project between the Streets Maintenance Program and traffic operations. Planning work is scheduled to begin in 2018, with prep-work and resident communications in 2019, and full construction in 2020. • County Manager Linda Hoffman is preparing for an upcoming meeting with elected officials. The proposed agenda was reviewed. City Manager Atteberry and Mayor Troxell will discuss this item further at their upcoming meeting with Ms. Hoffman. Mayor Pro Tem Horak noted: • There needs to be more emphasis on the Code Compliance efforts that are included in the Campus West Connections office. • There needs to be a better way to deal with problem landlords. Staff is asked to work with the City Attorney’s Office to identify potential changes to the Public Nuisance Ordinance or other nuisance codes to increase efficacy in this regard. • He has some question about the City paying for employees to attend a conference and then having them participate in Council meetings as an individual related to what they learned. • He has been getting requests for updates related to the off-duty police incident. He offered some suggestions on how this might be handled at the upcoming Council meeting. • He went to Soapstone over the weekend and the volunteer on duty in the parking lot was doing a great job. • The City of Centennial recently completed an overhaul of its regulations related to wireless communication facilities. He provided a spotlight from Colorado Municipalities which is attached. • The Tax Bulletin he received did not have Item 2b (Broadband) in it. It was noted that this was because it was a TABOR bulletin and did not include all items. He stated that the Election Code Committee should discuss this item further. • He is receiving a lot of comments and questions related to the Whitewater Park and the use of a consultant. Staff noted that a response is coming shortly and will help with this. Leadership Planning Team Meeting October 16, 2017 Page 4 of 4 • The presentations that Deputy City Manager Mihelich will be giving at ICMA are meaningful and cover topics that should be addressed by the Colorado Municipal League (CML). He hoped there might be a way to encourage more meaningful presentations and dialogue at CML. Mayor Pro Tem Horak commented on the following items from the October 12 Thursday packet: • There needs to be a better process to receive updates and information from the various committees Councilmembers are involved in. It was suggested that Councilmembers do this under the Council Reports section of the regular meeting agenda. All Council committees should be included as part of this – Legislative Review Committee, Futures Committee, Ethics Committee, Council Finance Committee, Election Code Committee, etc. • There was no Police update provided in the City Manager’s report. • He appreciated the update from Kevin Cronin on noise complaints. There was some discussion about the City’s policy around this and whether we have a zero tolerance approach or not. Staff is asked to provide clarification around this, particularly related to “party enforcement.” Mayor Troxell noted: • He attended the Lee Martinez event and it was very well done. He stated that they are planning a Lee Martinez Gallery featuring indigenous people of the west. He added that they have approximately $10K to use for this and are looking for a City match. This again brought up the need to coordinate these efforts, to get involved early in the planning, etc. Staff should explore this further and continue working on ways to integrate our cultural heritage and to celebrate more holistically. • He is receiving requests that something be done to improve the water quality of Warren Lake. Is there anything residents can do together with the ditch company and the City to move things along? Is there some kind of cost share option that could be developed? Staff is asked to follow up on this item. • He met with Rabbi Yerachmiel Gorelik regarding the emails received from Michael Korn. • He attended the University Cities Conference in Lexington. He noted that at an earlier Rotary event, Tony Frank had given a talk regarding free speech and the fundamental challenges occurring on campus. This topic continued at his conference with the President of the University of Kentucky giving a similar presentation. He noted that we need to be aware that this conversation is occurring on campuses across the nation. No response is needed, just awareness. He added that Mary Ontiveros from CSU is a good resource.
