RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Deputy City Attorney John Duval, and City Clerk Delynn Coldiron met on Monday, October 9, and the
following summarizes the discussions that began at 7:35 a.m.
October 10, 2017 Work Session
The October 10 meeting agenda was reviewed.
For Item #1 related to the Business Engagement Action Plan, it was noted that the charts on Page 3 of
Attachment 2 are hard to read and that the cover page for Attachment 6 printed as a black box. For Slide 7 of
Attachment 6, staff is asked to talk about what it means to operationalize these things.
For Item #3 related to Fort Collins and Organized Energy Markets, staff is asked to highlight how these things
relate to Fort Collins and benefit the community. Staff is also asked to make sure to discuss how these efforts
actually move towards a zero sum gain versus transference.
October 17, 2017 Regular Meeting
The October 17 meeting agenda was reviewed.
For Appropriation of Grant Revenues for Electric Lawn and Garden Equipment Procurement: City Manager
Atteberry is asked to highlight this as a good news item as part of the Calendar overview. It was noted that this
is a good thing for the City and enables us to pilot this for other Front Range Communities and lead the way in
this regard.
For Long Pond Wireless Telecommunications Facility: It was noted that the Planning & Zoning Board denied this
request due to incompatibility with surrounding land use. The City’s role in telecommunications and Council’s
role in deciding this item were discussed. Staff is asked to ensure that all comments received related to this
matter get included in Council packets.
Six Month Calendar
1. October 24 Work Session – Oil & Gas – not sure a work session item is needed. Staff is asked to provide
an update memo in a Thursday packet and then Council can bring this item up under Other Business to
provide feedback and give direction on next steps.

2. November 7 Regular Meeting – noted that the Fort Collins Stormwater Criterial Manual and Low Impact
Development Implementation Manual had been moved from October 17 to November 7 to allow for
legal notice publication.
3. December 5 Regular Meeting – noted that the appeal for 4406 Seneca Group Home had been confirmed
for this date.
Other Discussion Items
City Clerk Coldiron noted:
• The next opportunity for proclamations falls after the Imagine a Day Without Water event scheduled for
October 12. A proclamation will be printed and provided to Mayor Pro Tem Horak to read at the event
if he is able to attend.
Deputy City Manager Mihelich noted:
• Staff plans to send a letter in support of Xcel Energy’s Integrated Resource Plan. There was support for
this.
• The initial RFP efforts related to Broadband have concluded. Staff plans to provide an update memo to
Council. The Mayor noted that he posted an article on Facebook related to Chattanooga’s efforts in this
regard that might be of interest.
• A naming option being considered for the City Park Train to ensure that the Lions Club receives
recognition for its contributions is “City Park Railway featuring Lions Depot and Tunnel”. There was
support for this.
City Manager Atteberry noted:
• Baldrige - 8 examiners came and were on site visiting with staff and performing their organization
review through Thursday. They were a good team, asked great questions and were very interactive.
They visited with 449 staff members + 1 canine. Executive Leadership Team members and other
management staff provided good feedback about their experiences. The Mayor complimented Darin
and staff for all of the efforts made. In November, the City will find out whether or not we received the
award. In December, the City will get a full report, including identified opportunities for improvement
(OFIs). Staff is asked to provide Council with information about the amount of investment made in
these efforts, as well as the outcomes that have been realized for the City organization and the
community. It was noted that staff should consider taking this information, together with lessons
learned and best practices identified, and share with others at regional meetings, conferences, etc.
• There was a fire over the weekend in Taft Canyon that resulted in a fatality. It was noted that PFA
should include City Council when notifying the District and PFA Boards.

• There has been some concern raised about the City providing a location where residents can drop off
branches for free, which then results in free mulch; there is some feeling that this competes with private
business. It was noted that with large storms and in emergency situations the City should continue to
do this.
Mayor Pro Tem Horak noted:
• The opening of the Twin Silos Park was delayed. He added that it would be helpful to know the reasons
why when delays like this occur.
• The CAG is interested in using URA monies for a North College drain project they are working on. Staff is
asked to continue moving forward on these efforts, including bringing an offer forward as part of the
next budget process if this makes sense.
• The Infra Grant application is due on November 2. The North Metropolitan Planning Organization will
be submitting the application and is seeking local matches for this work. It will include building a
strategy that enables the final design to move forward for the six miles of roadway from Highway 402 to
Highway 56. This is a great opportunity to build cooperation and collaboration throughout Northern
Colorado entities and perhaps an area where the Northern Colorado Economic Alliance (NCEA) could
play a larger role.
• A process called journey mapping is being used by organizations to look at websites from a customer
perspective and then improve and/or adjust accordingly. He provided staff with the information and
thought it would be a way to look at the City’s website on a more systematic basis.
• He found an article on time based utility rates (seasonal). The information was provided to staff.
• It would be helpful to get an update on the Summer ozone season. Staff is asked to provide a Staff
Report on the declines that are occurring and any ties this has to our gardens, etc., at a future Council
meeting.
Mayor Pro Tem Horak commented on the following items from the October 5 Thursday packet:
• The summary of City affiliations with climate organizations was good. Staff is requested to provide an
update on all agencies at some point.
• Related to the Housing Catalyst information, there was discussion on whether staff is following up on
the items suggested. It was noted that this will be addressed at an upcoming work session.
• Related to the IGA with Larimer County on the Mokler Property, staff is asked to confirm that there is
contiguity and that all developments must adhere to all City standards and annex at the time
development occurs. It was noted that an article regarding annexation is expected to be published in
the Coloradoan shortly.

• Related to the Legislative Policy Agenda, it was noted that staff did a great job with this document. It
was more meaningful, more pointed, and used better words. A few minor edits were identified that will
be forwarded to staff. The Mayor echoed these comments.
Mayor Troxell noted:
• He attended the Museo reopening event and it was well done. He added that he found out about
another event scheduled at Lee Martinez that no one from the Museo knew about. Staff is asked to
start working on ways to integrate our cultural heritage and to celebrate more holistically. It was noted
that this should occur within relatively short order – within a year or so. Integration is expected
between Fort Collins museums, as well as other organizations such as CSU and non-profits. Connecting
with the Poudre Heritage Alliance to help with this was also mentioned.
• The next meeting for the Community Foundation is on January 4, 2018 and this would be a good forum
to talk about I-25 issues and to explore ways to get everyone involved, including private businesses and
property owners.
• Otterbox will be celebrating its 20th anniversary on May 15, 2018. He added that it would be good for
the City to celebrate this. It was also noted that this organization, and others, are interested in giving
back to the community in intentional and valuable ways. They are interested in investing in projects
that have community impact. Staff is asked to start exploring these opportunities further, perhaps as
part of our business strategy efforts, and to have more involvement and participation in this space.
• The Lions Club would like to have a sign somewhere at the entry of the City. Staff is asked to report back
on what is needed to do this. He added that signs that include a URL or QR code would be of interest so
people could go to a specific site and find out more information.
• He attended the STEM event at Shepardson Elementary. Tony Frank was one of the speakers. The
event was well done.
• He attended the District 2 CML meeting in Berthoud along with Mayor Pro Tem Horak and
Councilmember Summers. It was noted that some changes are needed for these meetings.
• He is headed to Lexington, Kentucky later this week to participate on a panel as part of University Cities.
• There are political signs at Timberline and Prospect that need to be reviewed for compliance with the
sign code.
