RE: Lincoln Corridor Impacts to Adjacent Property Owners
The purpose of this memo is to provide information about impacts of the Lincoln
Corridor construction project to adjacent stakeholders. This memo is in response to a
concern that was raised at the Leadership Planning Team (LPT) on Monday, August
21st.
Background
City staff is aware of the impacts and inconveniences that adjacent properties
experience during construction. We strive to make sure that adjacent properties are
aware of upcoming construction as well as work with property owners in the case that
issues arise during construction. Meeting individually with affected businesses and
homeowners to discuss construction issues prior to the start of construction is typical for
all Capital projects.
City staff conducted in-person visits to the individual properties adjacent to the Lincoln
Corridor in May and June of 2016, prior to starting construction. Construction of the
Lincoln Corridor began in August of 2016. The in-person visits included discussing
changes that the Lincoln Corridor project would bring with respect to the property
owners frontage areas along Lincoln Avenue. Specifically, the Lincoln Corridor project
includes construction of a 10-foot landscaped buffer zone and a 10-foot sidewalk in the
City ROW in front of their property. City staff answered all related questions regarding
construction timeline and impacts, and provided contact information in case they had
follow up concerns. City staff also conducted a public meeting in June of 2016 to brief
the project schedule and address all concerns related to the project.
Recent Stakeholder Concerns
On August 16, 2017, City staff met with James and Clarita Alerad at their home to hear
their concerns about the drainage and landscaping on their property with respect to the

Lincoln Corridor project. The construction plans call for the installation of yard drains
where low spots occurred adjacent to the new sidewalk construction to address
drainage issues. For the Alerad's property, we will ensure that an adequate yard drain,
with connection to the storm sewer system, is installed for this purpose. On August 21,
2017, City staff followed up with the Alerad's to address their concerns with respect to
landscaping, and will work with them to restore any areas adversely affected by not only
the Lincoln Corridor project, but previous City work on their frontage at both Lincoln Ave
and 1st Street.
City staff appreciates the Alerad’s inquiry and will proactively reach out to other property
owners along the Lincoln Corridor. City staff will be conducting in-person visits to the
individual properties adjacent to the Lincoln Corridor this week to answer any questions
and make sure there are no unresolved issues related to the project.
