Electrical Assist Bicycle Policy Evaluation 2017 Trail Safety Awareness Campaign: The Parks Department is leading the implementation of a Trail Safety Awareness Campaign in partnership with FC Bikes and Recreation, which focuses primarily on encouraging safe speeds along Fort Collins’ multi-use trails. As part of this campaign, the following messages were developed: These messages have been communicated in the following ways: • Yard signs installed along trails in high use areas • Magnets placed on the back of trail maintenance and Ranger vehicles • Social media • Community presentations and classes • FC Bikes’ Ride Smart Drive Smart brochure and related signage DocuSign Envelope ID: D5E9B178-4478-4132-915F-4DE43BAAC3B3 In addition, FC Bikes, Parks, and Recreation will be partnering to provide trail education and outreach at the following upcoming events: • Walk & Wheel Skills Hub Ribbon Cutting & Celebration (August 30) • Open Streets (September 17) • Trail-side Pop-up events (September 13, October 7, October 9) Other strategies will be implemented as needed to promote responsible trail use, and FC Bikes and Safe Routes to School will continue to educate the public on how to safely share the trails through its ongoing education programs. Electrical Assist Bicycle Policy Evaluation: Use of Electrical Assist Bicycles (e-bikes) is currently permitted in City recreation areas only by those with temporary or permanent disabilities. In 2010-2011, City Council engaged in discussions concerning e-bikes that led to the adoption of these regulations. In April 2017, the Colorado State Legislature adopted HB 17-1151, which defines a three-class system for e-bikes based on the top speed of the device and the nature of the electrical assist. In addition, this law now allows for the use of Class 1 and Class 2 e-bikes on bike or pedestrian paths where bicycles are permitted. Under this new law, local jurisdictions may still prohibit the operation of Class 1 or 2 e-bikes under its jurisdiction (which is currently the case in Fort Collins). The City’s Bicycle Advisory Committee (BAC) is currently researching the topic of e-bikes to determine if the City should consider a change to its policy. The BAC is developing a white paper on the topic and plans to present their findings along with a recommendation to the Transportation Board at their September 20 meeting. It is anticipated that the Transportation Board will provide a recommendation on how they’d like to proceed with this topic subsequent to their conversation with the BAC. --------------- For more information, please contact Tessa Greegor at tgreegor@fcgov.com.
