HomeMy WebLinkAboutMinutes - Read Before Packet - 8/8/2017 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - August 7, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: August 7, 2017 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, City Clerk Wanda Winkelmann, Interim City Clerk Delynn Coldiron, and Alyssa Johnson, Graduate Management Assistant, met on Monday, August 7, and the following summarizes the discussions that began at 7:33 a.m. August 8 Special Meeting The first Discussion Item is related to NISP. Staff is asked to review the email sent by the League of Women Voters and be prepared to respond to their comments. Has an escalator been included in the financial projections? Also, when the letter is sent to the Colorado Parks and Wildlife Commission, the LPT requested that the introductory paragraph state Council passed a resolution regarding this issue and include the resolution with the letter. Council will consider an ordinance that places a Charter amendment on the November ballot regarding Broadband. For second reading, staff is asked to provide information regarding Longmont’s experience and addresses the City’s capital needs. Regarding the timeline that was included in Council’s packet – it would be helpful to indicate (should the measure pass) the additional action steps needed from Council and when staff would bring those recommendations forward. Finally, the LPT requested a Read-before memo that indicates how much a typical April election costs (since the cost to coordinate the November election with Larimer County is estimated at $150K). Deputy City Manager Mihelich reported the Gardens on Spring Creek Appropriation has been withdrawn and will be presented on August 15 That meeting will also include an action to remove the sound wall and affirm that the facility will operate within the noise ordinance requirements. This aligns with the neighbor’s original request and better manages the project cost. August 15 Regular Meeting The LPT reviewed the draft agenda for August 15. Second reading of the obstruction ordinance will be discussed. In the agenda materials, staff is asked to state why the recommended distance is twenty feet. What are the implications of using other distances? Please provide maps that telegraph the recommendation. Leadership Planning Team Meeting August 7, 2017 Page 2 of 3 Staff will present two options for the conveyance of a portion of Running Dear Natural Area to Hageman Earth Cycle. Staff is asked to be prepared to show drawings of the intersection at Summit View and what it would look like at build-out (as Summit View would be realigned). Six Month Calendar The LPT discussed several changes to the Calendar: 1. City Plan update has been moved from September 12 Work Session to December 12. 2. Community Behavioral Health has been moved to Unscheduled Items list. Once a firm date is received from Larimer County, this Work Session will be scheduled. 3. Public Engagement Strategy will be added to either September 12 or November 28. Other Discussion Items Ms. DiMartino stated staff has started collective bargaining with the FOP and updates will be provided to Council in memo format. Should Council need additional information, Executive Sessions can be scheduled. Deputy City Manager Mihelich noted: 1. Due to the lack of reliable cellular service in southeast Fort Collins, a cellular antenna is proposed to be added at Twin Silo park on an existing ball field light pole (similar to what was done at City Park) by a private provider. In a memo for a Thursday packet, staff is asked to describe the process for these types of activities – is there a neighborhood process involved? Is there a lease on the pole and will the lease come to Council for approval? Are the other providers aware of this proposed lease? 2. A summary will be provided of the Innovate Fort Collins Challenge. About 150 people attended the event. Mayor Troxell attended the event and stated it was well done. 3. He and staff have had several discussions with Jason Brabson of Heart and Soul. Mr. Brabson has been encouraged to work with Transfort on a BFO offer that would expand Dial-A-Ride (DAR) service. 4. Staff is working with Larimer County on north 287 improvements. Twelve commercial properties are involved in the project and, due to the Federal funding requirements, the use of eminent domain must be authorized. 5. A memo will be coming from the City Manager’s Office regarding the DBA’s request for $10K to help fund the Give Real Change program. It is considered a pilot program. How will success be measured? City Manager Atteberry reported: 1. The deadline for applications for Police Chief has closed. Staff anticipates the new Chief will be hired by December. 2. Mr. Tom Bailey sent an email noting his appreciation for the City and CSU’s efforts to address his concerns regarding game day traffic. 3. Senator Kefalas noted the critical funding need for education. His letter will be discussed at the City- County-PSD meeting. 4. Staff is working on a meeting with Senator Gardner to discuss transportation and the City’s interactions with the FRA. 5. The Coloradoan wrote an editorial on the Broadband vote, and they are hosting their monthly “Brews & News” session to explore the topic with citizens. 6. Noted several key staff members are retiring or moving on to other opportunities: Chief Building Official Mike Gebo and Senior Environmental Planner Dr. Rosemarie Russo. 7. The land bank property at Horsetooth closed. The Housing Director with DOLA commended Fort Collins on this effort. 8. Staff continues to work on the train and improvements at City Park. Leadership Planning Team Meeting August 7, 2017 Page 3 of 3 9. The Board of Realtors is conducting an audit of the City’s capital expansion program. 10. Consultant Julia Novak will schedule time to meet with Councilmembers prior to the November evaluations of the City Manager and City Attorney. 11. Neighborhood Night Out (NNO) was a successful event and staff was commended for the materials and maps provided to Council. Mayor Troxell echoed these comments. Mayor Pro Tem Horak: 1. Ann Hutchison with the Chamber of Commerce attended his recent Listening Session. a. The Chamber is in support of moving the base sales tax rate up in order to fund basic services such as Police and Fire. Any additional tax revenue that is collected (such as KFCG) could then be used to fund non-basic services. The LPT discussed this option as a possible amendment to Council’s Priorities and Mayor Pro Tem Horak will bring this up under Other Business as “New Tax Structure Effort” at the August 15 meeting. b. Ms. Hutchison had questions and comments regarding the development review process. Mr. Mihelich will meet with her to learn more. 2. Attended the most recent meeting of the North Front Range MPO and described their efforts for improvements to I-25. Their project status updates and community profile will be included in the Thursday packet. Mayor Pro Tem Horak commented on the following items from the July 27 Thursday packet: 1. West Nile Virus Follow-up. Staff included information about two recent studies regarding human health impacts. What are the conclusions and recommendations? Should the City do anything as a result of the studies? The LPT discussed the use of the LETA system to notify residents of spraying and state statute prohibits this. Staff is asked to add this to the legislative policy agenda as some citizens view spraying for mosquitoes as an emergency. 2. Housing and Human Service Funding Fact Sheet. The sheet was very useful. 3. Utilities Low-Income Affordability Portfolio. For the next update, please provide graphics that illustrate the information. 4. City Plan. Kudos to staff for the addition of Equity and Inclusivity. 5. Homeless/Transient Calls. In future maps, please include a different colored dot that represents data from a year ago so it can be compared with the current situation. Mayor Troxell: 1. Expressed his condolences for the Windsor Mill Fire. 2. Attended the stadium open house and noted it was an impressive event. CSU had a strong educational component around parking on game days. 3. He and the City Manager had a conversation with CSU around alternatives for behavioral health and opportunities for collaboration. 4. Attended the Governing Magazine event where Amanda King and SeonAh Kendall gave presentations on social media and economic health, respectively. 5. Commented that the Avery Park Neighborhood Opening was well done and heard many positive comments. 6. Attended the Colorado Early Colleges open house and encouraged staff to learn more about how Fort Collins could partner with this program that seeks to graduate high school students with an Associate’s Degree in a skilled trade. The meeting adjourned at 9:58 a.m.
