RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak (via phone), City Manager Darin Atteberry, Deputy City
Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, Deputy City Attorney John Duval, and City Clerk
Wanda Winkelmann met on Monday, July 31, and the following summarizes the discussions that began at 7:34
a.m.
August 8 Special Meeting
The LPT reviewed the draft agenda for the August 8 Special Meeting. The following is the order of items that will
be discussed:
1. NISP.
2. November Ballot Issue: Broadband.
3. Charter amendment: Municipal Court Functions.
4. Appropriation for November 7 Special Election.
5. Gardens on Spring Creek Appropriation.
6. Small Cell Telecommunications Facilities Moratorium. For this item, staff is asked to include pictures, a
timeline, and provide options.
Six Month Calendar
Under Other Business at the August 15 Regular Meeting, Councilmember Stephens will bring up the request
from Larimer County for Fort Collins to consider licensing tobacco retailers (information included in the July 27
Thursday packet). The LPT suggested it would be helpful for staff to reach out in advance to the communities
who currently license tobacco retailers to learn more about their experience. What is Larimer County’s position
on conducting such licensing?
Due to the Labor Day holiday, the LPT meeting will be held on Tuesday, September 5 at 7:00 a.m.
On September 19, Council will consider a resolution to join the Compact of Colorado Communities, a network
focused on building capacity to advance climate action planning. Staff is asked to provide an advance memo for
this item two weeks before the AIS goes out.
A memo was included in the Thursday packet about the Community Trust Ordinance, and a draft resolution was
emailed to Council on Friday. The LPT stated that additional discussion needs to occur before it is scheduled for
the September 19 meeting.

Funding for the Occupancy Study U+2 will be considered as part of the 2018 budget process. Should the study be
funded, staff will schedule a discussion for Work Session.
Additional information is needed before the URA support of the Poudre Whitewater Park Project can be
scheduled. Stay tuned for an update.
Staff will review the Council priority dashboard to determine if other topics need to be added to the list of
unscheduled items.
Other Discussion Items
City Clerk Winkelmann stated:
1. At the suggestion of Councilmember Summers, staff will present to the Election Code Committee a
possible Code amendment that would eliminate the “two signature requirement” on checks from
couples for campaign contributions. The state does not have this requirement and both names are
listed as contributors on reporting forms.
2. Due to Larimer County’s recent amendment to their precinct boundaries, staff was required to review
City precincts and district populations. This review revealed a 13.4% deviation between the most
populous and least populous districts. Next steps include an interdepartmental staff meeting to explore
options, which will then be discussed with the Election Code Committee.
Ms. DiMartino noted that details are coming together well for the CML Town-Gown meeting that will be held at
CSU on August 28. Mayors and staff from all Colorado towns with four-year universities have been invited to
attend.
Deputy City Manager Mihelich noted:
1. A request has been received for organizers to hold a topless yoga class in City Park. No permit is
required for this activity.
2. Four applications have been received in response to an internal advertisement for an Interim City Clerk.
Interviews for the interim position will be held this week.
3. City staff is working on the Whitewater Park, with the goal for construction to occur this season for
boating and kayak use in the spring.
Deputy City Attorney John Duval stated Council will consider, on August 15, a resolution that would submit to
the voters a question that would allow Council to make changes to the medical marijuana ordinance and
reiterated that the proposed ballot language in last Thursday’s packet memo is still in draft format and subject
to additional changes.
City Manager Atteberry reported:
1. A blog by the Sheldon Group indicates Fort Collins is a leader in energy efficiency. Contents of the blog
will be included in the Thursday packet.
2. Lucia Liley is contacting Councilmembers regarding the timing of the payment of capital expansion fees.
Ms. Liley is expected to provide a written request for Council’s Thursday packet.
3. An invitation was sent by United Way regarding a Housing First breakfast on September 25. Mr. Mihelich
reported staff from the Social Sustainability Department will be attending.

Mayor Pro Tem Horak commented on the following items from the July 27 Thursday packet:
1. City Plan. For the Thursday packet, staff is asked to provide a memo outlining the costs to add in “Equity
and Inclusivity” to Option 3.
2. Quarterly Site Visit to Martin Marietta. Appreciated the information included in the memo.
3. Blehm Subdivision. Why don’t we collect PILOT for Stormwater?
Mayor Troxell:
1. Attended the commemoration events for the Spring Creek Flood and stated appreciation for the work.
2. Attended the opening of CSU’s health and medical center. The City of Fort Collins was recognized for its
work on the Prospect and College intersection.
3. Reported recent papers have been published regarding the human aspect of West Nile Virus. The LPT
requested that staff obtain the papers and provide copies to Council in a future Thursday packet.
4. At the Adjourned Council meeting last week (July 27), Councilmember Martinez forwarded the request
from the Citizen Review Board (CRB) to add additional members to help share the workload. City
Manager Atteberry stated staff is looking into this issue and exploring a variety of options and will come
back with a recommendation in August.
5. Commended CSU’s efforts to address game day operations with the publishing of the Rambassadors
Guide (a copy of the booklet was in the Thursday packet). City Manager Atteberry reported on
discussions with Transfort and expressed appreciation for the depth of preparation they have taken for
these events.
6. Neighborhood Night Out is tomorrow night and everyone is looking forward to it.
