RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Assistant City Manager Kelly
DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Wednesday, July 5, and the
following summarizes the discussions that began at 7:05 a.m.
July 5 Regular Meeting
In response to an email sent by citizen Michael Pruznick regarding Consent Agenda Item #8 Firehouse Alley
Parking Garage, staff is asked to provide a “Read Before” memo that outlines the cost for each parking space
and how the cost is determined.
As noted last week, Mr. Atteberry will recognize the Release of a Collateral Assignment of Note and Deed of
Trust related to the 1999 restoration of the Northern Hotel as a Good News item under “City Manager Agenda
Review.”
Six Month Calendar
The mid-year evaluation of the Municipal Judge will occur at an Adjourned Meeting on July 25. A Work Session
will follow that provides 1) a review of the Poudre Fire Authority Annual Report and 2) staff’s draft comments
regarding NISP. The City’s comments are due to the State of Colorado by August 11 and scheduled for formal
Council consideration on August 8.
Because there are four items scheduled for the August 22 Work Session, the Metro District Policy amendments
will be provided in a memo and a Work Session can be scheduled if Council needs additional information.
Therefore, the three items for August 22 include:
1. Business Engagement Action Plan;
2. Fort Collins and Organized Energy Markets; and
3. Smoking Ordinance.
The appeal filed on the Old Town North PDP has been tentatively scheduled for August 29.
It was requested that Affordable Housing Capital Funds and the Whitewater Park be added to the Unscheduled
Items list. The Council Priority Dashboard will be provided in next week’s packet, and related items will be added
to the calendar at that time.

Other Discussion Items
Assistant City Manager DiMartino discussed:
1. The request from Fuerza Latina to delay the July 13 release of the analysis of the community trust
ordinance as they would like to speak with Council at the August 3 meeting. The LPT requested that the
release date remain July 13 because there are many interested parties in this ordinance and individuals
and groups can discuss the issue with Council at any time.
2. Staff is receiving questions about Short Term Rentals and the next steps. In the agenda materials for
next week’s Work Session, staff is asked to categorize the different types of questions received (such as
those about zoning, for example) and, provide some assessment of the number of questions/concerns in
each category. What are the options available to Council?
City Manager Atteberry noted:
1. The Lions Club is conducting fundraising activities for the City Park train. Additional funds received
would be enhancements to the already identified improvements that were outlined in the ballot
question. He will be meeting with staff to discuss next steps and align expectations. It was suggested
that the naming policy be reviewed to consider prohibiting naming rights on projects the City has
already funded (or will fund).
2. He had a good meeting with Eric Larsen, who is the new editor for The Coloradoan.
3. Century Link is requesting permits for additional aerial lines for fiber. The LPT suggested that staff meet
with Century Link to discuss our mutual goals.
4. An upcoming conference, “Growing Water Smart” is scheduled for September in Keystone. A copy of
the flyer will be included in the Thursday packet and interested Councilmembers are asked to RSVP to
Sarah Kane. The application deadline is July 10.
5. Staff is in the process of scheduling a meeting with the City Park neighborhood and information will be
provided about the Police Services and what they do to keep the community safe.
6. Discussions have been held about the funding of the Great Lawn at the Gardens on Spring Creek and
there will be more to come on this issue.
7. Fort Collins Utilities received an award for setting ambitious goals to reduce greenhouse gas emissions
by 80% by 2030.
8. Staff is reviewing the current ordinance that assesses fees on pinball machines, billiards, etc. and will be
bringing forward an ordinance that eliminates the fees.
9. Faith Family Hospitality wants to lease the former Crossroads Safehouse facility.
10. A session was held at the CML conference about URAs and staff is asked to provide a future memo
about triggering events.
City Attorney Daggett stated:
1. She is meeting with several citizens about a recent code enforcement complaint.
2. Staff is working with the marijuana business owners to discuss their interest in a ballot question that
would permit the City to amend our current ordinances to comply with State regulations.
Mayor Pro Tem Horak:
1. Inquired into the City parks refresh – what is the status of this effort?
2. Suggested adding information in the City Manager’s Report on a quarterly basis about projects that are
being funded with the Community Capital Improvements tax.
3. Stated the 4th of July events at City Park were well-managed. He noted that bands with individual
instruments hooked up to an amplifier were louder than bands that had just one amplifier. Also, is it
possible to redirect the kid’s parade so they are included in the judging contest?

4. The town of Wellington agreed to their portion of the loan interest as it relates to Boxelder Basin
Stormwater Authority.
a. Commented on three newspaper articles regarding:
a. Police cell phone usage: officers in a municipality are using their cell phones instead of body
cameras.
b. West Nile Virus (WNV): the ongoing health implications of WNV may occur months or years
after the virus is contracted. Does Larimer County Health track individuals in this circumstance?
c. Pockets of peace: Fewer problems are found in neighborhoods were adults develop
relationships with children.
A copy of these articles will be included in the Thursday packet.
Mayor Pro Tem Horak commented on a previous staff memo regarding ozone. What resources are needed to
form a working group to address our ozone?
Mayor Troxell:
1. Attended the fireworks and noted the finale was excellent!
2. Noted that Housing Catalyst is buying and selling properties. How does a citizen purchase a house from
Housing Catalyst?
3. Participated in a conversation with the Mayors of Fort Worth, Memphis, and Milwaukee to discuss the
PeopleForBikes organization, who advocates for bicycling on the national level. Staff member Tessa
Greegor, Bikes Program Manager, gave a presentation.
4. Will attend a Thursday morning meeting with regional leaders to discuss economic development.
