RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, Deputy City Manager Jeff Mihelich, Assistant City Manager
Kelly DiMartino, City Attorney Carrie Daggett, Chief Deputy City Clerk Rita Knoll and Council Agenda Coordinator
Sara Gonzales, met on Monday, June 26, and the following summarizes the discussions that began at 7:40 a.m.
June 27 Special Council Meeting
The mid‐year evaluations of the City Attorney and City Manager will occur on June 27. The mid‐year evaluation
of Judge Lane will be rescheduled. The meeting will not be televised.
July 5 Regular Meeting
The LPT reviewed the draft agenda for July 5.
Second Reading of Ordinance No. 077, 2017, Amending the Fort Collins Traffic Code Regarding Stadium Events
will be considered on the Consent Calendar. Staff was asked to provide, in memo form, information on what it
would take to implement immediate towing of vehicles and ticketing for parking on lawns during special events
at the Stadium, with a possible ordinance for consideration at a later date.
The Release of a Collateral Assignment of Note and Deed of Trust related to the 1999 restoration of the
Northern Hotel will be considered on consent. Mr. Atteberry will recognize this as a Good News item under
“City Manager Agenda Review,” including pictures and a brief explanation of how this fits into the City’s
affordable housing strategy.
Six Month Calendar
Northern Integrated Supply Project (NISP)‐Council will provide its feedback to proposed comments regarding the
State of Colorado’s NISP wildlife mitigation plan at its July 25 work session and will formally consider the
comments at a special meeting on August 8. The City’s comments are due to the State of Colorado by August
11.
The Business Engagement Action Plan will be moved to the August 22 work session.
A discussion on affordable housing capital funds will be added to Unscheduled.

Other Discussion Items
Assistant City Manager DiMartino noted CPIO has created an infographic brochure regarding Access Fort Collins
that will be provided to Councilmembers in their Neighborhood Night Out packets and will also be available for
distribution at Councilmember Listening Sessions.
Ms. DiMartino noted that, as part of the campaign to raise public awareness regarding illegal fireworks, signs
have been placed at the edge of city limits that highlight the cost of the fines associated with possession of
fireworks within the city limits.
Deputy City Manager Mihelich stated:
1. The Cultural Resources Board would like to update its bylaws, which will require a City Code change.
The proposed amendments will be provided to Mayor Troxell as the Council liaison and shared with
Council before an ordinance is brought forward.
2. The City is regrouping on potential changes to Route 12, and he and others will be meeting with ARC to
discuss.
3. Staff is nearing completion of the memo regarding the community trust ordinance. At the request of
Fuerza Latina, the memo will be released on July 13 rather than June 29 to avoid the holiday weekend.
Mayor Pro Tem Horak:
1. Requested a memo regarding the process to renovate the City Park train, the timeline to renovate the
train, funding sources, and clarification on the potential for naming rights.
2. Attended the National League of Cities (NLC) in Cleveland and noted a good discussion was held
regarding possible federal budget cuts concerning CDBG and HOME funds. He requested that the
Legislative Review Committee review materials provided at NLC and discuss strategies to handle funding
cuts for affordable housing.
Mayor Pro Tem Horak commented on items from the June 22 Thursday packet:
1. Commended staff on the memo regarding the use of the Senior Center as collateral for the parking
garage financing.
2. Blehm Subdivision Annexation and Stormwater Utility Fee Waiver Request‐staff recommendation seems
reasonable. How is the information regarding stormwater utility fees communicated to property
owners in proposed annexation areas?
3. Transient/Homeless calls, June1‐June 14‐Noted the graph provided was very helpful and requested that
additional information be included in the graph that compares year to year (such as comparing last
August to this August). Compare as far back as numbers have been tracked to present date. It was also
suggested that the location of reported issues could be plotted on a map to show that the issues are
distributed throughout Fort Collins.
4. West Nile Virus Update‐good information provided that needs to reach as much of the public as possible
on a weekly basis.
Mayor Troxell:
1. Attended NLC and mentioned a good discussion led by Lee Fisher concerning benchmarking City
Performance.
2. He was reelected to the Colorado Municipal League Executive Board and will serve as the secretary‐
treasurer of the Board.

3. Attended a discussion on URAs at the CML conference and suggested next steps for appointing new
members to the URA Board should be scoped out. A work session with the new members will be
scheduled, once the new members are appointed.
4. Reported that he will be attending the Places for Bikes conference in Madison, WI this week.
