Timberline Road PO Box 580 Fort Collins, CO 80522 970.416.2515 fcgov.com Memorandum To: Interim Chief Terry Jones From: Crime Analyst Lori Frank Subject: Homeless/Transient Calls June 1, 2017 – June 14, 2017 Date: June 15, 2017 The below information depicts police contact activity with the homeless/transient population from the two week period of 6/1/17 – 6/14/17. The data comes directly from the CAD system and is reliant upon the words homeless or transient noted in the call, or as a TRAN (Transient Contact) call type. During this period, officers handled 172 transient/homeless related incidents. This translates to an average of 12 calls per day. This number is likely under-represented as there are many other incidents not classified as TRAN, or have the specific words homeless or transient noted in the call. Of the 172 calls, the most common types were: • Welfare Check • Trespass • Harassment • Suspicious Circumstance The following highlighted call descriptions are representative of the incidents occurring during this time period: Warrant Arrest – 316 Jefferson St. (Open Door Mission) A transient male was contacted sleeping on the railroad property. He had an active misdemeanor warrant out El Paso County for an assault charge. Warrant Arrest – 120 E. Magnolia Complaints were received about people camping behind the business. Two transients were contacted by officers and one was arrested on an outstanding misdemeanor warrant, requiring 83 days to be spent in jail. Warrant Arrest – 201 Peterson (Old Town Library) A male transient was passed out in the park and contacted by police. He was arrested on an outstanding misdemeanor warrant. June 22, 2017 TO: Mayor & City Council FROM: Darin Atteberry FYI /sek Burglary – 215 E. Mulberry St. It appears as though unidentified transients have broken into and are living in the vacant home at this location. The property manager drove by and observed a transient male sitting on the front porch. The suspect fled before officers arrived. The transients have also been stealing the copper wire and piping from inside the house. No suspects have been identified. Criminal Mischief – 1 Old Town Square Officers responded to reports of a transient male ripping flowers out of planters in Old Town Square. Offices contact and identify the suspect, who admits to pulling up dozens of flowers, causing over $500 in damage. The suspect was cited for Criminal Mischief. TREND ANALYSIS The following chart depicts each two week period. This is from inception of this project and the first day of tracking (July 28, 2016), to present. When the date range expands to overlap each year, the current two week period will be compared to the same two week period the previous year. The minimum number of transient contacts over a two week period occurred Jan 26 th – Feb 8 th 2017 at 72.
