RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell (via phone), Mayor Pro Tem Gerry Horak (via phone), City Manager Darin Atteberry, Deputy
City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk
Wanda Winkelmann met on Monday, June 19, and the following summarizes the discussions that began at 7:32
a.m.
Six Month Calendar
The following items have been added to the Calendar:
1. Voluntary annexation for Interstate Land Holdings Annexation (July 5 Regular Meeting).
2. Obstruction ordinance amendments (July 18 Regular Meeting).
Council retreat priorities will be brought to the LPT in the next two weeks for review
It was requested that the two Executive Sessions listed (July 18, October 17) be updated to clarify that these are
for legal advice related to the negotiations with the Fraternal Order of Police. Formal consideration of the
agreement will occur at the December 5 Regular Meeting.
Other Discussion Items
City Clerk Winkelmann noted the Clerk’s office received notice that Larimer County has amended their precincts.
Upon reviewing the amended map and data, our GIS Department concluded that only precincts were split and
no existing boundaries were changed.
Assistant City Manager DiMartino reported that staff continues to receive requests from boards and
commissions to have their own web pages. The boards and commissions are asked to stay within the City’s
system and post to the City’s website.
Based on an inquiry from Mayor Troxell, Mr. Mihelich stated staff is looking into the pinball license fee and use
tax. Fort Collins charges $53 for each machine, and this requirement has been in place since 1972. There will be
more to come on this issue.
City Manager Atteberry discussed:
1. Chuck Lane’s memorial service was held on Sunday. Judge Lane expressed appreciation for all the
support she’s received.
2. The Recruiter with Ralph Anderson and Associates is interviewing Councilmembers and other
stakeholders today and tomorrow and will be on-hand at two community meetings at the Senior Center

and 215 N. Mason. These efforts are to engage the public and learn about the community’s desired
attributes in the next Police Chief.
3. He and Interim Police Chief Jones met with a dozen representatives from the faith community to learn
more about how they want to be involved in the recruitment process. They are also discussing the use
of force with Chief Jones. City Manager Atteberry will discuss this further in his 1:1’s with
Councilmembers.
4. The City is working with Larimer County on an IGA related to the use of drones by public safety
organizations, including Fort Collins Police Services and Poudre Fire Authority. The draft IGA will be
circulated to Council and it is requested that any concerns be sent to the City Manager. Pending no
concerns, the City Manager intends to sign the IGA this week. Mayor Troxell participated in a US
Conference of Mayors conference call to discuss drone rule making and has requested that he be
included in the Drone Advisory Committee (DAC) that plays an advisory role to Congress.
Mayor Pro Tem Horak noted:
1. Regarding the financing of the Firehouse Alley Parking Structure (being considered by Council at the July
5 meeting) and the use of Certificates of Participation (COPs), staff is asked to provide a memo that
outlines the past use of COPs and describe the process used to select this type of funding for a project,
including any type of public notification that is given to stakeholders.
2. Staff is asked to look into the Oak Ridge Senior Housing project – is participation by the City required in
order for the project to receive federal funding? Mayor Troxell asked a tangential question about the
sale of Housing Catalyst homes – what is their long-term strategy for the homes they are selling?
3. It would be helpful if the LPT spent time reviewing the previous week’s Council meeting to discuss what
worked well and where process improvements could be made.
4. Citizen Thomas Edwards is making a request of Councilmembers to establish a commission dealing with
veterans.
5. The Energy Board is interested in looking at all rates related to energy usage. What is the overall
philosophy of Fort Collins? We use a cost of service model – what are the objectives in doing so?
Mayor Pro Tem Horak commented on items from the June 15 Thursday packet:
1. Occupancy Study Memo. It was noted that the Council is interested in an updated study. The LPT
requested that an RFP be issued for the study based on the scope outlined in the memo to determine
specific costs, at which point Council can discuss if funds should be appropriated to conduct the study.
2. Air Emissions from Lawn and Garden Equipment. Staff was commended for the information in the
memo and the chart was especially helpful.
3. LETA 2016 Annual Report. What level of board oversight is provided to LETA, particularly related to
finances? City Manager Atteberry will ask CFO Mike Beckstead to examine their latest financial audits.
Mayor Troxell:
1. Reported the CML Newsletter prompts its members to get ready for the next census. Staff will learn
about the City’s past participation efforts (and the current community expectations) and will provide a
future memo outlining the next steps.
2. Heart and Soul paratransit provider Jason Brabson would like to participate in the voucher program as
part of ADA compliance with paratransit. Deputy City Manager Mihelich will meet with Mr. Brabson to
discuss this further.
3. Noted that CDOT will be demonstrating an autonomous vehicle on Christman air field. This autonomous
vehicle will follow a paint-striping truck.

4. Staff is asked to follow-up on the Mayor’s recent discussion with Landon Hoover about connecting into
the Mulberry Street corridor and their possible use of raw water.
5. Participated in a phone call with the Climate Mayors Group. It would be helpful to explore a governance
structure within the group and discuss how and when future letters are drafted and endorsed.
