HomeMy WebLinkAboutMinutes - Read Before Packet - 6/13/2017 - Memorandum From Wanda Winkelmann Re: Leadership Planning Team Meeting Minutes - June 12, 2017City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: June 12, 2017 TO: Mayor and Councilmembers FROM: Wanda Winkelmann, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Wade Troxell, Mayor Pro Tem Gerry Horak (via phone), City Manager Darin Atteberry, Deputy City Manager Jeff Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda Winkelmann met on Monday, June 12, and the following summarizes the discussions that began at 7:39 a.m. June 13 Work Session The items for this Work Session include: 1. Game Day Operations. City staff and CSU staff will be presenting this topic. Police Services will be available to answer questions related to pre- and post-game activities, party registration, etc. 2. RP3 Program. 3. City Revenue/Contingency Planning and Reappropriation Items. In the presentation, staff is asked to state how our revenues compare with the adopted budget. If revenues are down, what can be done about it and should the $493k in reappropriation items be spent? Six Month Calendar Items added to the Calendar include: 1. July 18 – Call of Special Election (Broadband). This municipal election will be held in conjunction with the November 7 Larimer County election. 2. Code Amendments related to Special Events. Moved from Unscheduled Items to October 3 Regular Meeting. 3. Community Behavioral Health. Moved from Unscheduled Items to the Work Session on September 12. Poudre Fire Authority (PFA) will provide an annual report at the July 25 Work Session. It was requested that the presentation focus on the future – what critical/strategic issues are PFA focusing on and how are KFCG monies being spent? Staff is asked to share how the Business Engagement Action Plan fits within our triple bottom-line (economic, social, environmental) framework during the discussion at the August 8 Work Session. A review of the Smoking Ordinance will be provided at the August 22 Work Session. As part of the presentation, staff is asked to consider if similar restrictions should be applied to other parts of Fort Collins. Are there areas in Fort Collins that have similar densities of people whereby it makes sense to evaluate the need for restricting smoking to ensure fair application of the regulations? Leadership Planning Team Meeting June 12, 2017 Page 2 of 3 Council will consider an “Addition of Permitted Use (APU)” for the September 5 discussion about the request for the Long Pond Wireless Telecommunications Facility. In the agenda materials, staff is asked to include the history of the APU process (this is the first time it has been used) and why an applicant would pursue this route. Per the direction given by Council at the June 6 meeting, staff is preparing a memo regarding potential scope and next steps for the Occupancy Study (U+2) This item will stay on the Unscheduled Items list until Council has a chance to review the memo and consider possible future actions, such as a discussion on the Occupancy Study being added to a Work Session. Other Discussion Items City Clerk Winkelmann noted: 1. Staff met with owners of Growcentia, a company interested in obtaining a marijuana research and development license in Fort Collins. Staff is reviewing the options for this type of licensing to occur, including amending the LUC to permit this type of activity. The owners of Growcentia may reach out to Councilmembers to discuss their proposal further. 2. Staff will be working with Sarah Kane to develop a Council interview schedule for board and commission applicants. If Councilmembers are interested, staff is happy to schedule interviews for a half-day on a Saturday. There will be more to come on this. Assistant City Manager DiMartino reported a lot of comments on fire pits have been received on social media due to the article in The Coloradoan. Staff will continue to monitor the conversation as these are early indicators of what to expect during the public engagement process when this policy item comes forward. Mr. Mihelich stated a memo was included in the Thursday packet about natural area land disposition guidelines. The LPT expressed appreciation for the memo and the examples given. City Manager Atteberry discussed: 1. Lauren Gustus’ (editor of The Coloradoan) last day will be Friday. Mr. Atteberry plans to meet with the new editor Eric Larsen this week. 2. Fort Collins hosted the ICMA Board Meeting from Thursday through Sunday. He received good feedback about the community and its friendly residents. 3. In the style of “Jimmy Kimmel’s Mean Tweets” segments, PDT and FCTV staff created a video that portrays some of the tweets about the City of Fort Collins. 4. As a part of new Councilmember onboarding, eight meetings have been scheduled for Councilmember Summers to receive information about the different service areas. Those meetings will be open to other Councilmembers if they wish to attend. City Attorney Daggett stated there is a window of time when there will be parties who don’t have a Short Term Rental (STR) license (as of June 30) and Council’s July 11 Work Session discussion. A memo outlining the options was included in the Thursday packet and the LPT expressed appreciation for the information. Mayor Pro Tem Horak commented on items from the June 8 Thursday packet: 1. Letter by citizen Georgia Locker suggesting the creation of a donation fund to help pay for home improvements that would decrease monthly energy bills. 2. Air Quality, Climate, Recycling Survey Use. Are the efforts to improve air quality making a difference? The Coloradoan posted an article today about ozone. Leadership Planning Team Meeting June 12, 2017 Page 3 of 3 3. City Plan Update. Staff is asked to ensure the new scoping of the City Plan is not being done just to reduce the budget or time; rather, approach it from the perspective of what is working well and what elements need to be revamped and will therefore be the focus of this effort. Mayor Troxell: 1. Noted the Futures Committee meets today. 2. Attended a board meeting in Burlington, Vermont, of the Gridwise Alliance. The meeting adjourned at 8:29 a.m.
