RE: Leadership Planning Team (LPT) Meeting
Mayor Wade Troxell, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Jeff
Mihelich, Assistant City Manager Kelly DiMartino, City Attorney Carrie Daggett, and City Clerk Wanda
Winkelmann met on Tuesday, May 30, and the following summarizes the discussions that began at 7:38 a.m.
June 6 Regular Meeting
The LPT reviewed the draft agenda for June 6.
For the item regarding the Residential Parking Permit Program (RP3), it was noted that staff is recommending a
$100 fine for violations. City Attorney Daggett explained that this is the maximum fine that can be collected for
a parking fine. Staff is asked to consider what triggers a review of the parking fine schedule.
The LPT discussed 365 bus service and how to best approach future discussions about transit service levels. 365
service would be considered a base level rather than a pilot program. City Manager Atteberry received a letter
from Dr. Tony Frank, outlining CSU’s priorities for bus service. Mr. Atteberry stated that the City’s Transit Plan
will consider CSU’s transportation needs, and needs to occur prior to spring, 2018 to align with CSU’s fiscal
calendar. Dr. Frank’s letter will be included in the Thursday packet.
During the May 16 Regular Meeting discussion about Capital Expansion Fees, a request for “Alternative 3” was
made. It was noted this option is more expensive than the one adopted, and an explanation of Alternative 3 will
be included in the agenda materials.
Council will consider a resolution making an appointment to the Regional Water Collaboration Steering
Committee.
Mayor Pro Tem Horak requested that the “Unscheduled Item” Occupancy Study (U+2) be added to “Other
Business” as he plans to discuss it.
Six Month Calendar
CSU Game Day Operations will be discussed at the June 13 Work Session. In the presentation, staff is asked to
discuss the plan to address pre-game activities, noise, and parties. What efforts are being made to increase
awareness to the City’s party registration program? Deputy City Manager Mihelich noted Emily Allen has
transitioned into another position with the City’s Neighborhood Services Office and recruitment is underway for
the City-CSU Liaison position.

Due to its link with Game Day activities, the LPT requested a presentation on the Residential Parking Permit
Program (RP3) on June 13. Staff is asked to frame the issues, the goals, history, and decision-making involved in
instituting the program. How did we get here? An in-depth discussion of RP3 (including alternatives) is
scheduled to occur at the August 8 Work Session. The LPT noted any recommended Code changes made at the
August 8 Work Session will not be in effect when CSU resumes in August.
A review of the Smoking Ordinance will occur at the August 22 Work Session. Ms. Daggett has received
questions regarding civil vs. criminal infractions and will follow-up with Council with more information.
The Long Pond Wireless Telecommunications Facility and Addition of Permitted Use request will be heard at the
September 5 Regular Meeting. Per past practice, it is requested that Councilmembers forward any emails
received about this project to the City Clerk, who will respond (with a cc to City Manager Atteberry) on Council’s
behalf.
Staff will be bringing forward a Climate Economic Action Plan in October. An explanation of the Plan and how it
complements or differs from the Climate Action Plan will be included in the Thursday packet.
Staff is asked to determine when the Code amendment regarding Special Events will be brought forward.
Other Discussion Items
City Clerk Winkelmann noted that the Youth Advisory Board (YAB), as a continuation of their efforts and
knowledge gained at the National League of Cities (NLC) conference last month, will be planning a joint retreat
with the Loveland YAB.
Assistant City Manager DiMartino reported Fort Collins will be hosting the next CML Town-Gown Communities
discussion in August.
Ms. Daggett will be responding to election complaints that were received regarding political and issue
committees and noted the possibility of a Code amendment that would allow formerly registered committees to
convert to small-scale issue committees. This will be discussed further with the Election Code Committee at the
upcoming meeting in July.
Mr. Mihelich addressed concerns raised by residents/businesses (including Otter Box, the Chamber of
Commerce, and public feedback from the Downtown Plan) about the lack of parking along Canyon Avenue. Staff
has determined that parking can be increased with angled parking. There will be more to come on this item.
City Manager Atteberry discussed:
1. The activities held this weekend (Memorial Day event and Odell’s Small Batch Festival) went well.
2. It has been recommended that the City not purchase the Windy Gap units.
3. Lockers that were previously used by the Utilities Department have been offered to several non-profit
agencies who serve individuals who are homeless. Currently no agency has expressed interest in them.
It was noted that Fort Collins provides more lockers for homeless individuals per capita than any other
city in the country.
4. Emails have been sent to Councilmembers from Gregg Leverett. Mr. Leverett has stated he will be
coming to a future Council meeting to discuss his concerns.
5. The agenda for the joint meeting with Larimer County and Loveland was emailed on Friday.

6. Utilities staff has been in contact with the State Health Department due to stormwater overflow at the
Mulberry Wastewater Plant. The water was treated but not disinfected. Staff will share the feedback
from the State later this week.
7. Councilmember Martinez shared the Attorney General’s definition of sanctuary city. This information
will be included in the Thursday packet.
Mayor Pro Tem Horak noted:
1. Council received an email about the possible use of the former Crossroads Safehouse facility for housing
for individuals who are homeless. In a memo for the Thursday packet, staff is asked to address this
possible use from both a real estate and a zoning perspective.
2. An article in this weekend’s Coloradoan discussed the 1000’ gap on North College Avenue. Staff had
previously provided an update on this project in a memo and it is requested that the memo be sent to
The Coloradoan and included in the Thursday packet. This project received funding from the State
because it was highly rated by the Front Range Metropolitan Planning Organization.
3. He has received inquiries about the timeframe for paving Shields between Mountain and Laporte.
4. It would be helpful to have a discussion with the Finance Committee about Capital Expansion Fees and
affordable housing.
5. Woodward is requesting information about the Mulberry Corridor and future annexations. An update
on the benefits and costs would be appreciated.
6. While Mayor of Denver, Governor Hickenlooper reduced the number of individuals who were homeless
from 900 to 300. What efforts were effective in doing so? Have the numbers since increased?
7. A recent article in The Denver Post discussed the City of San Francisco’s efforts to ensure homelessness
is not criminalized.
8. PRPA’s Annual Report will be provided in the Thursday packet.
Mayor Pro Tem Horak commented on items from the May 25 Thursday packet:
1. Homelessness/Transient Calls. It would be helpful if this monthly information could be provided as
trend data – how does this time frame compare with the next?
2. West Nile Virus. Thanks to staff for this information.
3. Annual Air Quality Report. Appreciated the information that was provided. What can be done to
decrease fossil fuel usage from lawn equipment? How are we tracking or measuring progress?
4. Speeding on Trails. Would like additional research into whether there is a way that speeding on trails
can be enforced.
Mayor Troxell:
1. Participated in the Memorial Day event and commented on the Vietnam War Memorial.
2. Attended the meeting with the Tri City Water Districts. Thanks for the videos.
